Madison Parks and Madison School & Community Recreation (MSCR) are here to help you keep moving throughout the month of May. Move It Madison is a challenge for you and your family to keep moving all month long with a menu of free activities you can do at home, in your backyard or neighborhood park.

With the recent Safer At Home order, MSCR and Madison Parks are excited to continue to connect our community with a wide variety of activities. Activities focus on Madison Parks & MSCR happenings, self-care challenges, environmental pursuits and methods to be active while having fun! The goal is to complete all 30 activities by midnight, May 31. You can complete more than one activity per day.

Activities are easy and fun to complete and encourage you to stay healthy. Challenge yourself to take in a sunrise or sunset, eat clean foods, unplug from technology, walk in a conservation park walk and identify birds, fly a kite and more. News Release: Dane County, City of Madison to Amend 2020 Budgets to Increase Public Health COVID-19 Response

The City of Madison and Dane County are putting forth budget amendments for Public Health Madison & Dane County to support COVID-19 response efforts.

From Water Utility:

Madison Water Utility and Public Health Madison & Dane County are warning people about the danger of stagnant water in buildings that have been closed during the Coronavirus (COVID-19) pandemic. Water in plumbing that has been sitting stagnant for weeks could be a breeding ground for bacteria and potential pathogens like Legionella.

Buildings across the city and state have been at reduced capacity or closed as people stay home to limit the spread of the virus. Now, some businesses are starting to re-open under the Governor’s new Safer at Home Order guidelines. It’s crucial that people pay attention to their plumbing and make sure the water is safe.

Public Health has put together a guide PDF  to help businesses and other buildings re-open safely. Stagnant water will have to be flushed from both the hot and cold water systems in a building to get fresh, chlorinated water in. Since the Governor issued the first Safer at Home Order late last month, commercial water use in Madison has dropped by about 40 percent.

COVID-19 Information Update 4/28/20

Today Governor Tony Evers directed the Department of Natural Resources to re-open several state parks, forests, and recreational areas. The DNR will reopen 34 state parks and forests on May 1, 2020 under special conditions to help minimize overcrowding, allow for social distancing requirements, and to promote a safe and enjoyable experience for staff and visitors.

Information for Alders:

The City Attorney’s Office is hearing that people are up in arms that disc golf is shut down. The Attorney’s Office specifically asked WEDC about disc golf and they said it is not allowed to operate under the Order. They heard that when people contact WEDC they are sent to a general DHS email address that gets a bounce back saying it isn’t being monitored. The City Attorney’s Office reached out to WEDC to get a contact for people that have questions but haven’t heard back. Unfortunately, there is nothing The City or Public Health can do about this decision as it came from the state.

CITY SUMMARY OF WHEDA TAX CREDIT DEALS

Here is a summary of the housing developments, in the City of Madison, that were impacted by the WHEDA awards announced today. There are still many steps in the development process for the successful developers to get shovels in the ground but this was a crucial step to get to the finish line. Developers who did not receive tax credit allocations will need to re-evaluate how and when they move forward with their developments. Some may seek tax credits again next year, some may alter their development plans or some may throw in the towel. Since awards were just announced today we should give them time to discuss those alternatives before following up on future plans.

  • Movin’ Out- Red Caboose Apartments (site at Union Corners): Awarded tax credits and awarded City Affordable Housing Funds and City HOME funds.
  • Movin’Out and Rule Enterprise- Fourteen02 Park (aka Truman Olson on Park St): Awarded tax credits and awarded City Affordable Housing Funds.
  • Alf McConnell- The Madisonian (Huxley site): Awarded tax credits, has not submitted an application for funds to the City of Madison (yet)
  • MSP Real Estate-The Oscar (Huxley Site): Awarded tax credits and awarded City Affordable Housing Funds.
  • Bayview Foundation- Bayview Townhomes (Triangle on W Washington): Awarded tax credits and awarded City Affordable Housing Funds and City HOME funds.
  • Urban Land Interest- The Ella (ULI project on East Washington): Awarded tax credits, has not submitted an application for funds to the City of Madison (yet)
  • Gorman & Company- Valor on Washington (additional credits): Was requesting additional tax credit award for 2019, not awarded. Still has tax credit award from 2018. (Developer will have a probable gap in financing and will need to determine next steps.)
  • Gorman & Company and AgeBetter- Elderberry Place, Senior housing (Westside) (9%): No tax credit award, had received City Affordable Housing Funds
  • The Salvation Army- The Shield (E Washington) (9%): No tax credit award, had received City Affordable Housing Funds (Developer did not secure financing for the apartments, TSA will need to determine if the purpose built shelter (separate financing structure) will move forward without apartment development next year.)
  • Alf McConnell- Avenue Square (Packers Avenue site) (state 4%): No tax credit award, did not submit request for City Affordable Housing Funds
  • Alf McConnell- Avenue Square (Packers Avenue site) (9%): No tax credit award, did not submit request for City Affordable Housing Funds

CITY FILES AMICUS BRIEF IN SAFER AT HOME CASE

Yesterday, the City joined in filing an amicus brief in the dispute between the executive and legislative branches over the Safer at Home Orders.  The State Supreme Court will determine whether to accept the case directly with in the next week or so.  Madison was on the brief with the state association of local health departments and a number of other municipalities and municipal executives.  The brief supports the Orders due to the significant health risks without them.

Although Madison is not the lead named party on the brief, Assistant City Attorney Marci Paulsen was the lead attorney statewide in putting this effort together.  She deserves our thanks.  Patricia Lauten, Kate Smith and John Strange of our office also worked hard on this effort.  I thank them all.

FREE THE 350 BAIL FUND ANNOUNCES ONLINE CONCERTS TO RAISE BAIL TO MITIGATE THE PUBLIC HEALTH RISK OF CAGING PEOPLE DURING A PANDEMIC

There is a public health crisis in the Dane County jail, and the Free The 350 Bail Fund is doing something about it by helping organize decarceration campaigns, part of which is holding online concerts to free them all.

The bail fund will host online concerts to stop the potential death sentence being handed to people in jail by elected officials, to protect their 8th amendment right to protection from cruel and unusual punishment and to prevent untold avoidable deaths that will result from keeping people caged during a pandemic and sending others in and out of the jail facility. Ceschi Ramos

The Free The 350 Bail Fund, which seeks to prioritize bailing out Black people incarcerated in the Dane County jail system, and also seeks to end the unjust and antiquated prison and jail system in general, has freed 6 people from the Dane County jail in April so far. Ceschi Ramos will be headlining the Saturday May 2 concert at 7pm. Ceschi Ramos has been described as “a Connecticut ambassador atop the international indie hip hop world,” and “blends lush indie rock production with left-field hip-hop like no one else.” He has been featured in Hip Hop DX multiple times and has over fifteen years of music performance experience. Also performing, is Lil Guillotine, who was recently named in Tone Madison’s “Madison singles and deep cuts that stood out in 2019,” and was featured in a Teen Vogue article and who also helped start the Bail Fund acting as a key member of the Bail Fund’s fundraising and finance team.

DATCP Adopts Emergency Rule Prohibiting Late Fees on Rentals

MADISON –The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) has approved an emergency rule to prohibit late fees or penalties for missed or late rent payments during COVID-19. Due to the rapidly changing economic landscape, many people have also had to navigate job losses, furloughs, and layoffs. As a result, their incomes are lower or gone altogether, making it extremely difficult to pay their rent in a timely manner during this public health emergency.

The emergency rule (Wis. Admin. Code Ch. ATCP 134) prevents landlords from charging late fees or penalties for missed or late rent payments during the public health emergency and for 90 days afterward. DATCP will hold a public hearing and comment period on this emergency rule via teleconference.

In compliance of the latest Governor’s order golf courses are allowed to rent golf carts with the following:
GUIDELINES
  • The use of motorized and pull golf carts will be allowed beginning Wednesday, April 29 by all golfers.
  • This use is limited to one patron per cart or two people if patrons live in the same household.
  • Golf carts used will be returned to a designated area and will be sanitized after each use.
  • Putting greens and driving ranges remain closed until further notice.

SHELTER FROM THE STORM TAKING REFERRALS

Shelter from the Storm is a Transitional Housing program located in Sun Prairie, WI.  We serve homeless, female-led households with children under the age of 18.  We are currently accepting referrals.

What we have to offer:

  • Onsite case management
  • Career counseling/coaching to improve access to education (GED, certifications, college) and employment opportunities to improve earning potential
  • Support to complete driver’s education and take behind the wheel
  • Financial coaching, including strategic planning to pay off debt, previous landlords, and improve credit score
  • Free onsite therapy from a licensed therapist
  • A retired teacher heads up after-school tutoring and homework help at least two days a week, to assist children who may have fallen behind, or have a learning disability.
  • Trauma-informed self-defense
  • Onsite food pantry
  • A safe, private family suite for every family that includes a locking door, private bathroom and kitchenette.
  • A full shared kitchen, community space and elevator for accessible living
  • A House Manager who lives onsite with the families.
  • We collaborate with a local garage and have some funding to do car repairs as well as rehab donated vehicles as they come to give to mothers with a valid license.
  • We are a Christian-founded program.  We are not affiliated with any specific church, and do not discriminate. We accept all beliefs. Prayer or any type of participation in anything spiritual or religious is completely                 optional.

Our mission is to never see our clients become homeless again by providing long-term stable support and case management.  We have suites to accommodate various sizes of families from a mom with a newborn up to a family of 8.  Often the size of the suite available will dictate who we can accept into the program.

Call from Madison Public Library for “Stories from a Distance” during COVID-19!

The Living History Project, Madison Public Library’s community history platform, is gathering narratives in a new initiative called Stories from a Distance. The unprecedented social distancing people are doing to prevent the spread of COVID-19 will have far-reaching consequences for individuals, as well as Madison businesses, schools, government, voting, and more.

Stories from a Distance will be collected in three ways:

  • Short audio or written interviews with community members that can be conducted online, via phone or through other mediums. Trained facilitators are available to help anyone interested in sharing their story.
  • Share a story or moment by submitting an image that evokes this time for you and a written response to it – the response can be a song, poem, short essay or even a brief caption.
  • If you’ve posted or shared a story elsewhere already, you can submit a public link for sharing in the Stories from a Distance collection.

Stories from a Distance will gather and share narratives related to COVID-19 and Safer at Home until March 2021. The scope of the project is limited to anyone with a strong Madison connection. Support Madison Teen Activists Getting Menstrual Products to Those in Need During the Pandemic!

Because of COVID-19, most schools, businesses, public facilities, and places of work have been closed, yet 25% of those who menstruate rely on educational institutions and local businesses to provide period products each month. At such an unsettled and uncertain time, many community centers have also neglected to recognize menstrual products as basic necessities, that are unsafe for people to go without. Period products should be of the same concern as other health products like toothbrushes, hand sanitizer, and soap. Whatever funds are raised will be used to help local shelters, schools, and health facilities in Wisconsin provide free menstrual products to those who would otherwise not be able to afford them.
