BIKE MADISON UPDATES

Park(ing) Day is Fri, Sept 20
Park(ing) Day is a annual event on the third Friday of September held in cities across the globe. The event is a fun, creative way to increase awareness of the value of walkable, people-centered space. This year the Wisconsin Chapter of the American Society of Landscape Architects and students from the UW Madison-Landscape Architect program are working together to transform parking spaces into a small pocket park. Stop by the 100 block of Martin Luther King, Jr Blvd between 8am and 4:30pm to enjoy the space and learn more about this annual event.

CONSTRUCTION UPDATES

E Doty St – Judge Doyle Square
Starting at 5am on Mon, Sept 16 until approximately 8pm on Fri, Sept 20, JP Cullen will close the 10 block of E Doty St in order to remove the two lower cranes at the Judge Doyle Square construction site. E Doty St will be completely closed between the Block 89 garage driveway and S Pinckney St. E Doty St will be converted to two-way travel in this area and the MLK Jr Blvd intersection will be converted to a 4-way stop. If you are biking you may want to use the Capitol Square and avoid this area if possible. More Information

E Johnson St – First St to Fordem Ave

The Yahara River Path between 1st St and Fordem Ave is currently detoured onto a lane of E Johnson St. The lane is marked off for bikes and pedestrians and barrels will be used to protect the lane from motor vehicle traffic. In addition, the south sidewalk from Fordem to the Yahara River remains closed. It is anticipated that the next phase of the project will begin sometime in early to mid-October depending on weather.  Current Pedestrian Bicycle Accommodations: Phase 1.5 Map

Park St Project
Work continues for one more weekend in the Park St/Badger Rd intersection from Sept 13-15. On Sat, Sept 14 right turns onto Badger Rd will not be permitted from 6am to 4pm. If you use the sidewalk to access Badger Rd please yield to pedestrians and use caution. Work is also taking place on Park St from Badger Rd to Wingra Dr and some sections are only one lane.  Cyclists may want to use Cypress Way, Dane St and Beld St.to reach the Wingra Creek Path in the Phase 3 area. You can also cross at the Villager and Buick St using a traffic signal to reach Taft and Fisher to connect to the Wingra Creek Path.  Project Information

Greentree-Chapel Hills Park Path
As a part of the McKenna Blvd Flood Mitigation Project the path through the Greentree-Chapel Hills Parkis closed. This path provides a route from Elver Park to Schroeder Rd and Chapel Hill Rd. A marked detour will be in place and will use neighborhood streets except for a small section on Hammersley Rd. In addition, McKenna Blvd is  reduced to one lane in each direction from Morraine View Dr to Jacobs Way. Bicyclists who normally use McKenna Blvd should detour through Elver Park to avoid this section of roadway. Project Information

Downtown Green Marking Improvements
Work continues as weather allows on adding additional green markings to enhance a number of downtown bike routes. Please use caution in areas where work is taking place.

UW Projects
The UW has a number of ongoing construction projects affecting bicycle routes. Dayton St from Lake St to Park St is closed to all traffic and this closure is anticipated to end on September 21. Dayton St from Park St to Charter St is also closed to traffic through the end of November.  More information.

Dane County
Due to rainy weather last Monday, Dane County Parks will be closing the Lower Yahara River Trail boardwalk bridge on Mon, Sept 16 at 10am for line striping. The bridge is expected to only be closed for a few hours.

OTHER SPECIAL EVENTS

A number of events this weekend will impact the bicycle facility network. Please use caution in these areas or choose another route.

  • Live on King St on Fri, Sept 13. The concert begins at 7pm but King St closes in the early afternoon.
  • Howard Temin Lakeshore Path Parkrun on Sat, Sept 14 at 9am with the start/finish at the Wisconsin Alumni Association
  • OktoBEERfest on Sat, Sept 14 from 3-7pm  is happening on Breese Stevens Field which will impact the Mifflin St Bike Boulevard.
  • Madison Moves on Sat, Sept 14 starting at 8am on the 100 block of Martin Luther King, Jr Blvd
  • Viva Mexico Festival on Sun, Sept 15 from 1-9:30pm at Breese Stevens Field which will impact the Mifflin St Bike Boulevard.
  • Willy Street Fair on Sat, Sept 14 from 2-10pm and Sun, Sept 15 from 11am-7pm. Three blocks of Williamson St will be closed – between S Livingston St and S Ingersoll St. Additional blocks will be closed from 11am to Noon for a parade on Sunday.
  • Race for Agrace on Sun, Sept 15 at 9am. This run happens in Fitchburg and will impact the Capital City Trail loop as the run uses Glacial Valley Rd in both directions. E Cheryl Parkway is also used for this event.
  • Global Climate Action Strike on Fri, Sept 20 – Railroad St by MGE will be closed from 11am-4pm. There is also a march planned which could impact bicycle travel on State St and areas near the Capitol Square.
  • Madison East Homecoming Parade on Fri, Sept 20 from 4:30-7pm. The parade impacts the 100 block of N Dickenson and the 900-1300 blocks of E Mifflin St. This will impact the ease of travel on the Mifflin St Bike Blvd so bicyclists may want to use E Dayton St when traveling during that time period or divert to the Capital City Path if possible.

Flooding Updates

The Engineering Division is monitoring lake levels and the potential to flood year round. To keep our community informed, we’re sharing a weekly update with you, and as frequently as needed, should a major rain event happen. We are not sending these to elevate concern, this is just a new communication option for us to keep you informed as flooding deeply impacted our community last summer, and may be top of mind when rain moves through our area.

This is your flooding report for Sept. 13, 2019:

Risk Assessment

At this time, low areas in the Isthmus are at increased risk for urban flash floodingduring the type of storm we saw last night.  Areas include but are not limited to Mifflin/Blount, Mifflin/Livingston, Johnson/Third, Johnson/Fourth.  These areas are all low in elevation compared to the lake levels (home elevations are about 850 feet and adjacent street elevations in these areas are about 848.5 feet) these areas are also enclosed depressions (no way for drainage out but the pipe system).
The extended forecast looks good– so we don’t believe there is any reason to be concerned beyond what we’re seeing right now.
We will continue to watch closely the lake levels.
Recall typically 1 inch of rain in the Yahara Watershed typically gets you a 3-inch rise in the elevation of Lake Monona.

Further description of numbers above:

Mendota is at 850.63, which is up from 850.33 last week.  The summer max by WDNR order is 850.10 (so we are approximately 1 foot, 6 inches over summer max). The 100-year elevation is 852.8, but we can only currently effectively rise to approximately 852.0.

The Historic High on Lake Mendota is 852.74 and was reached on June 6, 2000.

Monona is at 847.03, up from 846.46 last week. The summer max by WDNR order is 845.20 (so we are approximately 1 foot, 10 inches over). The 100-year is 847.7.
The last posted updated Historic High on Lake Monona is approximately 848.40 on September 4, 2018.
The problem low ground elevations in the Isthmus area are at about elevation 848.0-849.00. These areas drain to Lake Monona and/or the Yahara River mostly at East Washington. The closer Monona rises to 847.00, the more ineffective our drainage system in these low areas becomes at addressing high intensity summer storms (1″ or more per hour).
