ON STREET PARKING RESTRICTIONS REMAIN SUSPENDED

The extend a week or two at a time . . .

Friday, July 3, 2020 – 8:42am

The Parking Division is continuing the current suspension of some posted restrictions in non-metered areas through Sunday, July 12. We will continue to evaluate all changes on a week-by-week basis, making adjustments to best meet the needs of the community.

The following non-metered parking restrictions will remain temporarily suspended Citywide through at least Sunday, July 12, and will not be enforced:

  • Residential Permit Only areas
  • 1-hour and 2-hour time-limits in non-metered areas
  • Street sweeping and Clean Streets-Clean Lakes program restrictions

All other on-street metered and non-metered parking restrictions are in effect and enforceable.

As a reminder, it is safest to remain home, but if you are required to leave your home, it is recommended to wear a cloth face cover as an additional tool to prevent spreading of the virus. MADISON METRO “RETURN TO NORMAL SERVICE PLAN”

Return to Normal Service Plan

With the county’s Forward Dane reopening plan expected to remain at Phase 2 for a number of weeks, Metro’s riding rules will likely remain in place for several weeks.

Let us know about trips you can’t make due to reduced service or capacity rules.

As the reopening plan progresses, Metro will continue to work with the City of Madison, the Madison Dane County Public Health Department, the Madison Transportation Commission, Madison alders, the Teamsters Union, and service partners to safely make incremental progress towards more normalized service operations.

A general plan on moving forward is outlined here.

Service Schedules
Metro plans to return to a more normal type of service this fall. However, due to budget and staffing restrictions, service is only expected to return to 85% of the service level that was operated prior to COVID-19.

Staff presented a general plan to the Transportation Commission on June 24, which included a map of select peak-hour route segments that will not resume in the fall.

More detailed information will be presented at the Transportation Commission meeting on Wednesday, July 22 at 5 p.m.

MARQUETTE NEIGHBORHOOD FRONT YARD SCULPTURE CONTEST

The Arts Committee of the Marquette Neighborhood Association (MNA) invites all neighborhood residents to create a work of 3-D art in your front yard for a community public art exhibition this Saturday, July 11!

This project is about expressing creativity, no matter the skill level. ALL members of the Marquette neighborhood are welcome and encouraged to participate by creating a 3-D work of art in their front yard that fits the theme of “Imaginary Worlds.” Families/roommates/etc. are welcome to collaborate, and businesses are welcome to participate!

Create your own planet, fairy house, city of the future, fantasy landscape, scene from your favorite book, or whatever your imagination cooks up! A sculpture can be made from trash, yard waste, cardboard boxes, found materials or traditional art supplies.

Registration is not required, but those who sign up by Thursday, July 9, will be featured on a map of sculptures that will be made available the day of the event on the MNA website. Registration is required for those who want to participate in the contest. A small team of local artists will choose the winners, and on Sunday, July 12, winners in the following categories will be announced via Facebook Live on the Marquette Neighborhood Association Facebook page:

The Wisconsin & Southern Railroad advises of upcoming weed and brush control spraying in Madison along railroad right of way.  Crews are anticipated to be in Madison over the course of the next week, weather dependent.  Railroad certified professionals perform the weed spraying, which promotes effective drainage, improves safety for railroad workers and extends the life of the railroad.

The Wisconsin & Southern Railroad conducts weed and brush control spraying along the tracks two times a year, generally in spring and fall.  The application is performed by the railroad company to control weeds, promote effective drainage, improve safety for railroad workers and protect and extend the life of the railroad.

Mayor, Alders, and Colleagues-

I am pleased to announce that Dan Johns will become the City’s next Housing Development Specialist.  Dan has been with Vandewalle & Associates for the past seven years, where he has worked on a variety of redevelopment projects throughout the Midwest.  Dan’s combination of financial analysis and project management experience will greatly assist our efforts to redevelop City-owned housing while working to foster greater collaboration with the real estate community to increase our much needed supply of privately developed housing.  Dan earned a Master of Urban and Regional Planning degree at the University of Michigan following undergraduate work at the same.  Dan will start work with the City on Monday, August 3rd.

The Housing Development Specialist position has been vacant for several years and was previously held by Matt Wachter.  This is a Community Development Authority position; however, Dan will be located within the Office of Real Estate Services of the Economic Development Division.

Alliant Energy Center Community Testing Site Update

  • Wednesday (7/1) 2,099 people were tested and Thursday (7/2) 2,463 people were tested.
  • The total number of people who have been tested at the community test site is 43,993.
  • The test site is closed Saturday, July 4.

Madison Fire:

The COVID-19 pandemic put a pause on public fireworks displays this year, but the Madison Fire Department reminds the public not to take a “do it yourself” approach to the Fourth of July.

Fireworks pose a dangerous risk, from accidental fires to serious injury, for people who use them. In 2018, fireworks started an estimated 19,500 fires, including nearly 2,000 structure fires, and sent an estimated 9,100 people to emergency rooms. Half of those fireworks-related injuries were to the extremities and 34% were to the eye or other parts of the head*.

Until we can enjoy professional fireworks shows again, the public is encouraged to find other ways to commemorate the Fourth of July.

Alliant Energy Center Community Testing Site Update

  • Monday (6/29) 2202 people were tested and Tuesday (6/30) 3119 people were tested (another new record).
  • The total number of people who have been tested at the community test site is 39,431.

Dane County coronavirus cases continued to increase Tuesday with 125 new cases reported. Today’s increase matches the highest single-day total to date and is the fourth time in a less than a week that Dane County has hit triple digits in new cases with last Wednesday at 105, this past Saturday at 125 and yesterday at 101.

Council Leadership’s meeting with the Mayor has been postponed to next week.

Madison Police and agents with the Office of Alcohol Tobacco Firearms and Explosives (ATF) have a person of interest in custody in connection with the recent firebombing of the City County Building.

Alliant Energy Center Community Testing Site Update

  • Friday (6/26) 1514 people were tested and Saturday (6/27) 1919 people were tested.
  • The total number of people who have been tested at the community test site is 34,110.
  • We’re continuing to see increased utilization of the community test site, which can lead to long wait times. We’re working with community test site partners to alleviate these issues. When the community test site launched on May 11, the capacity was up to 800 tests per day. The National Guard is now processing nearly 2,000 tests per day. Our data notes blog post (see below) includes more information about testing from this past week.
  • The community test site will now be open until at least August 31. Please update any information or posting you have about this date

DANE COUNTY OFFICE OF EQUITY AND INCLUSION CCOVID-19 UPDATES

Here is your COVID and other briefing for this week.  Have a great day.

Emergency Management.

  • Flash flood warning out for Dane County.  It is a high level warning.  Don’t drive through flooded roads and take care when driving.

Briefing From Public Health Madison and Dane County

  • Were in a different place than a week ago Monday.  There is a concern.  If you not looking at dashboard, you should.  There are new graphics.
  • The percent positives have gone up.  So, there is a spike in cases.  The spike is due to something other testing.
  • The present daily rate is 7.1%.
  • As a result of the spike there is a dial back in Phase 2.  If a need to dial back further they will do but will not do this lightly.
  • Protest –  Seem to be rare that positive results are linked to protesting activities.
  • Disparity in the number of cases for person in Black community and Latinx community.  It is higher than predicted.  The communities make up 6% of population but are making up 15% of positive cases.  Public Health are not sure why.  But knows that persons in  the communities are less financial security may be person that work in essential jobs and are not able to work from home.
  • Actively monitoring data to determine when to dial back measures.     Looking at State website on COVID activity around the State you can see burden by region and Dane County is high right now.
  • In addition to orders, moving into more stringent enforcement.  Have been doing voluntarily compliance and education.  Stringent enforcement is a three step process: 1st education.  2nd. Repeat education and issue a strongly worded letter from city attorney or Dane Corp Counsel, and 3rd  issue citation.  Today will be issuing the first 3 citation to business that are not complying.
  • Community testing at Alliant energy.  An increase in test.  Before it was  200 to 300 per day  now it is upwards of  1500.  Looking to increase capacity at Alliant.  Went from 3 lanes to 6 lanes to provide service.  The National Guard has help and looking to implement electronic records later this week.  Best place to go for a test if asymptomatic is to Alliant.  Employers may want to talk to health care providers.
  • Staff working with schools for a plan for schools in the fall.  Hopeful to provide some type of guidelines around July 6.
  • Food Security – Senior meal programs return to daily delivery in most communities on July 5.

o   Most school programs that assisted with meals  have ended and aware of need.

  • Travel restrictions – there are none.  Restriction may be what employers have imposed for their staff.  Other states are putting on restrictions to limit spread.  Please not if you are traveling, and going to place more intense outbreak the risk increases for you and you may bring it back.  Remember to wash hands, don’t touch mouth, face and eyes, social distance…etc.
  • Mask in Public – there is a large benefit to it.  It is important to note masks are not a perfect solution for protection of spread.  However, any incremental reduction of risk is a good thing.
  • Mandatory – there is value in wearing a mask.  There may be health reasons for a person not to like a person has asthma.  There is also racial implication – persons being viewed as doing criminal activity and have law enforcement called on them. There may be unintended consequences associated with mandatory masks –like a person losing a job.  Putting a law in place you must know what it takes to enforce it.  Giving tickets  may have financial burden for persons with low income.    Municipalities that do this should consult legal from the start.

QUESTIONS

Potential for bumping back to Phase 1:

o   The possibility is always there.  May need to tighten restriction to manage risk.  Not something that PH will take lightly  if it has to be done.  Will be watching data.  County will not be moving to Phase 3 at this time.  To move to Phase 3 –  all metric indicators must be green and yellow.

Citations being issued – Will the citation being made public?

o   This is still being discussed.  The department has not been keen on shaming into compliance.  The department relies on good relations with business and public.  This could have a negative impact.  Hopefully an answer by the end of the day.

Electronic system at Alliant provide more detail?

o   Up to now it has been a paper document.  Looking at using tablets or other devices to record information for efficiency purposes.

Are Asymptomatic only going to Alliant Energy?

o   No healthcare providers are doing it but many are going to Alliant.

Guidance for schools:  Can they be issued before July 6 ?

o   Unsure but will send to the question to persons working on it.  The desire is to have info out ASAP.

Guidelines for moving backwards – are there any?

o   Yes , but they are not public and are in the development process.  Want information is nailed down properly.  The first metric to help to determine whether to  roll back is the actively level of the COVID 19.  The second metric include the hospital system and working on a quantitative measure to determine whether to dial back.

BIKE MADISON UPDATES

July 4th is a great time to get out for bike or hike. If you’re sticking close to home and wanting a “staycation” check out Visit Madison’s visitor information on hiking and biking. Plan ahead for your rides as many amenities such as bathrooms are closed. Check Madison Park’s bathroom list before you go.

State Street Streatery – Starting Fri, July 3 and lasting through Aug 23, State Street will become a Streaterey on weekends. The street will be shut down to vehicles including buses on weekends to allow restaurant seating and outdoor retail sales. If you are biking through the area use caution as businesses work out how to best set up their space and pedestrians get use to this new street format.  Press Release

Southwest Path Closure:The Southwest Path repaving project is slated to begin on Mon, July 6 and be completed by the end of the day Fri, July 10. The repaving and closure will be from Odana Rd to Glenway St and from Commonweath Ave to S Prospect St. The connector ramps at S Prospect Ave and Harrison St will also be repaved.Please follow the marked detours.

Vilas Park Drive: Last weekend Vilas Park Drive was opened up to allow motor vehicle access to the shelter, beach and other facilities. It was reclosed to traffic this week. Originally it was planned to be reopened to motor vehicle traffic again this weekend but with the amended Phase 2 order the road will continue to be closed to motor vehicles this weekend.

CONSTRUCTION AND EVENT UPDATES

  • Anderson St – Work has started between Wright St and Stoughton Rd. This project includes a new bike facility. More Info
  • Cottage Grove Rd from the Interstate to Sprecher Rd – Road reconstruction has started. Be aware that streets on the bike detour were just chip sealed so use caution when traveling in this area. Traffic lanes are currently moved to the north side only .Project Information
  • Schroeder Rd near Struck St – The McKenna Flood Mitigation project has moved into Phase 2 on Schroeder Rd. The Greentree-Chapel Hill Path will remain closed and at Schroeder Rd bicycles will be detoured to Rayovac Dr to reach Struck St. Please follow the marked bicycle detour.  Project Information
  • Johnson St – ATC is doing work on Johnson St between Blount St and Pak St related to the substation and are working at manholes throughout this area with short closures required where work is happening.
  • Badger State Trail and Seminole Hwy at McKee Rd – The Badger State Trail in Fitchburg closed Mon, April 27 to begin construction of a bridge over the road. Seminole Hwy will remain open but only one travel lane in each direction with no bike lane. The City of Fitchburg asks bicyclists on Seminole Hwy to follow the marked bicycle detour.   • Gregory St – This reconstruction project has started and is expected to last until October. Project Information
  • Toepfer, Holly, Euclid, St Clair – Work has started and the road is closed except for resident access.
  • Elizabeth St and N Ingersoll – This project will reconstruct Elizabeth St from N Ingersoll to N Few St and N Ingersoll from Sherman to Gorham. This project includes a contraflow bike lane on N Ingersoll St and other improvements. Project is near completion with signing, marking and other final items remaining.  More Information
  • Martin Luther King Jr Blvd Sidewalk Replacement – Work has is expected to be completed July 9. Bike racks have been moved to new locations so please look along the Capitol Square, Doty St and Wilson St for parking. Project Information
  • Fish Hatchery Rd Reconstruction – Work is happening in the section in the City of Fitchburg. Detour at the Cannonball Path north of the beltline if traveling south from Madison. Project Information
  • Old Sauk Road between Pleasant View Rd & Pioneer Rd – This section of road will be closed starting April 1. Bicyclists will wan to use Pleasant View Rd to Blackhawk Rd to Twin Valley Rd. Motor vehicle traffic will be detoured to Pioneer Rd and Mineral Point. Bicyclists will want to continue on to Big Stone Trail to White Fox Lane to the Pioneer Park Path to return to Old Sauk Road.
  • West Towne Path extension and underpass of Gammon Rd – Avoid travel on Gammon Rd near the Beltline and West Towne Mall if possible. Access to the mall is being maintained in this area but it will be easier to use Mineral Point Rd entrances. Project Information
  • Monona’s Bridge Rd – Monona has Bridge Rd closed between Inland Way and Lake Pointe Dr. The Lake Loop will not be impacted but access to other streets will be.
  • UW Arboretum Curtis Pond Rehabilitation – Work is going on near the west entrance to the arboretum across from the Curtis Pond. New stop signs have been installed and trucks will be using the road. Please follow any signage or workers. Watch for gravel in the road.
  • Reinhndahl Park Path remains closed for the Madison Metropolitan Sewerage District interceptor project. The path is anticipated to reopen late May/early June.

EVENTS

  • Protests – Please expect and respect disruptions to bicycle routes and paths as people gather to exercise their first amendment rights here in Madison. If your route is blocked, please wait respectfully or take a different route to your destination.
  • Dane County Farmer’s Market – The market has moved to Willow Island at the Alliant Energy Center and will be open Wednesdays and Fridays by pre-order. Expect higher than normal traffic on the paths in the area on these days. More Information
