City Week Ahead

Now with agenda scores! No meetings Tuesday due to election day, don’t forget to vote! Also, expect changes, many changes, this looks a little light . . . you think there is really only 12 meetings this week . . . r-i-g-h-t- . . .

Monday, April 6, 2015
4:30 PM BENCHMARKING COLLABORATION AD-AHOC COMMITTEE 122 W WASHINGTON AVE
Report from the Sustainable Benchmarking Working Group/discussion.
Please refer to Legistar No. 35501 for more information. City of Madison – File #: 35501

D – Doesn’t say specifically what they are talking about, its the same agenda item all the time, the files are all lumped into one file so its hard to tell what is new and what is relevant and the meeting is before 5:30.

5:00 PM EOC EXECUTIVE COMMITTEE ROOM 523 CCB
– Discussion: Race and Media
– Discussion: Respite Center
– Discussion: Retreat Planning
– Discussion: List of Racial Equity items brainstormed by the Equal Opportunities Commission

D. No links, before 5:30

5:30 PM PLAN COMMISSION ROOM 201 CCB
Authorizing the selection of a portion of Census Tract 20 as the focus for a concentration neighborhood planning process and the creation of an Ad-Hoc steering committee.
Accepting the proposal of Baum Development for the redevelopment of the Garver Feed Mill.
– Several things recommended for referral.
Smart Growth America presentation and discussion with the Plan Commission regarding a Fiscal Impact Analysis prepared for the Pioneer Neighborhood Development Plan

A! Noticed for possible quorum of other committees, materials mostly all there (also depends on developers getting them in) after 5:30, public hearing delayed from the start of the meeting to allow people longer to get there. CLear notes on the agenda about how the meeting will be run and special comments about items. Consistently good agendas. Of course, they are serving the developer community, so they are held to higher standards for the business community, not necessarily the public. When is the last time you saw a city committee that was dedicated to concerns of the public about public input? And how many have we seen catering to the business community? Oh wait, that was me, when I was council president, I had a public meeting about public input as the council president!

7:45 AM MADISON DEVELOPMENT CORPORATION BOARD OF DIRECTORS MEETING 550 W WASHINGTON AVE, MDC BOARD ROOM
– Reports

F. Bad time. No links, everything listed under “reports” to create the illusion of not doing anything important enough to show up for, but then actually making recommendations and in effect, decisions. This isn’t a committee that makes referrals to the council, but still, the agenda is deceptive like many other committees.

4:30 PM BOARD OF PUBLIC WORKS ROOM 201 CCB
Accepting the Nakoosa Trail Fleet Services Facility Programming and Master Planning Study and authorizing Fleet Services and City staff to advertise a “Request For Qualifications” for an architect consultant and a commissioning consultant for the next phase of architectural design work of a new Fire Maintenance Building for Fleet Services.
Approving plans and specifications for modifications to the Philosophers’ Grove located on the 100 Block of West Mifflin Street.
Approving the annual stormwater WPDES bi-annual report to the WDNR. – Review and approval of this report is required as a condition of the City of Madison’s discharge permit from the WDNR/EPA as authorized under NR-216. Bi-Annual Report will be attached along the addendum on Tuesday.

C (mixed feelings) Consistently good agendas, notes to make the reader understand them, hard meeting time to make but not the worst, and sometimes the attachments aren’t there and plans have to be viewed in their office or the information is not complete. The second item on the agenda is bothersome, its always there, but if you look in the link there seems to have never been a report. I like the asterisks for the consent agenda items and the heads up on referrals.

4:30 PM URBAN DESIGN COMMISSION ROOM LL-110 MMB
516 & 530 Cottage Grove Road – Lots 2 & 3 of Royster Corners Plat for a 4-Story Mixed-Use Building with 89 Apartment Units and Approximately 41,200 Square Feet of Commercial Space, Including a Public Library.
701 East Mifflin Street and 124 North Livingston Street
5422 Portage Road – Multi-Family Apartment Development Including Three Multi-Family
Apartment Buildings and One Tenant Use Pool/Clubhouse Building. – Four-Story Multi-Family Residential Development Containing 189 Dwelling Units.
1200-1212 East Washington Avenue & 9-13 North Few Street – Four-Story Mixed-Use, Multi-Family Residential Development and Renovation of an Existing Building in UDD No. 8.
3414 Monroe Street – Advisory Opinion at the Request of Planning Staff, Conditional Use for a Four-Story Building Exceeding 25,000 Square Feet in the TSS District, “The Glen.”

B But only for the starting time and the lack og predictability about when your item might come up, could be 4 hours, or 40 minutes (more than likely the former). Good agendas with full information. Shitty room. Its usually crowded with people standing in the hallways.

5:00 PM EDUCATION COMMITTEE ROOM LL-130 MMB
– Presentation-MMSD Mental Health Initiative, Jeannette Deloya
Presentation-Truancy Report, Judge Koval
– Discussion-Committee Next Steps

C- While there are links for all three items, only the second one has any additional information in it. And I have no idea what the topic is for “next steps”, the committee as a whole or one of the previous agenda items.

5:00 PM TRANSIT AND PARKING COMMISSION ROOM 260 MMB
Metro: Equity Findings from the 2008 On-Board Survey, presented by Kyle Schroeckenthaler
– Metro: Update on 2015 TIGER Grant and enacted Leg. File 37773
– Metro: Update on previously proposed Wi-Fi services on buses and related fare increase
Metro: Action on proposed service changes on Routes 26 and 36, including added service to UWH-East facility, effective May 24, 2015
Dissolving the Ad Hoc Parking Strategic Plan Committee and directing actions to fulfill its charge.
Metro: Request for Public Hearing in May regarding proposed service changes to Routes 6, 25, 10, 11 and 12, effective August 2015

C Disappointed the agendas are fairly good but with items without links and nearly incomprehensible tiles the got a lower grade. How many people know what this is? “Metro: Update on 2015 TIGER Grant and enacted Leg. File 37773 ”

6:30 PM BOARD OF PARK COMMISSIONERS 3330 ATWOOD AVE., OLBRICH BOTANICAL GARDENS
Accepting the proposal of Baum Development for the redevelopment of the Garver Feed Mill.
– Reports, honoring resolutions

B+ but only for this unlinked item under which anything could be talked about. “37702 Park Commission President Board Member and Citizen Appointments to Subcommittees of the Board of Park Commissioners”

Thursday, April 9, 2015
5:00 PM ZONING BOARD OF APPEALS (Cancelled) ROOM LL-110 MMB

5:30 PM BOARD OF HEALTH FOR MADISON AND DANE COUNTY 119 E OLIN AVE, CONF ROOM A&B
Road Salt Report for 2014
Creating Section 23.05(4)(g) of the Madison General Ordinances to prohibit smoking within 10 feet of all public benches.
– 10 different reports
Authorizing killing Beryl

C- for the reports where they might talk about anything and this item which I retitled “Administrative Hearings Committee Final Decision” I think my title better describes what they are doing, and I think they prefer their title so people don’t know what they are doing by authorizing euthanizing of an animal.

Friday, April 10, 2015
4:00 PM BOARD OF CANVASSERS FOR THE CITY OF MADISON AND THE MADISON METROPOLITAN SCHOOL DISTRICT ROOM 103A CCB
– 1. The Board of Canvassers will tally the results of absentee ballots postmarked no later than Election Day and received in the City Clerk’s Office through the mail by 4 p.m. Friday, April 10, 2015.

4. The Board of Canvassers will certify the results of the Madison Metropolitan School District Spring Election for School Board.

No grade, this only happens at election time.

  1. So you’re saying we already give MORE notice than other, comparable entities. So why are you insulting us by calling our agenda “deceptive.” Why do you think we have to do more than CAC, etc.?
