You’re banned!

Ok, I asked for information on the collective community ban . . . and got a whole lot more than I expected.

Apparently, there are 4 types of bans. The Bail and Probation and Parole bans I expected. The “other” I’m not quite sure what they are yet. And then the community ban, here is what I found . . .

Bail Conditions
35 people are banned
11 are homeless or formerly homeless – at least those are the names I recognized. I don’t know the last names of a few others and suspect there are more.
14 have State St. bans, others vary widely from Wilmar Neighborhood Center to Olbrich, Woodman’s East to downtown bars. Walgreens and CVS to private residences. 3 have bans from contact with homeless persons I know, the homeless persons are the victims.
15 have bans for alcohol.
11 have no illegal drug restrictions

Probation and Parole
68 people are banned
4 are homeless or formerly homeless
14 are incarcerated
10 have State St. bans (At least one person I know who thinks he has a State St. ban did not appear on this list.)
15 have bans related to alcohol
Some interesting bans were one person can’t be in the City of Madison, one person is banned from the City-County building unless there is a legitimate reason to be there (I think this is the guy that threatened Scott McDonell), only one ban from Porchlight, one person can’t have cold medicine, the other must take their meds.

Other
73 people are banned, all except 2 are lifetime bans
8 are homeless people I know, mostly all have mental illnesses, 4 banned from the Overture Center
25 are banned from Porchlight/Grace Episcopal Church (I only know 1)
13 are banned from Overture Center
12 are banned from Walgreens
5 Kelly’s Market
5 Michaelangelo’s
5 First United Methodist Church
4 Cap Center Foods
4 Fresh Madison Market
2 Public library – they are the two that are not lifetime bans.
1 is banned from “All Madison Metro Assets”
There are 44 other places that have people banned, mostly just one person

“Collective Community Ban”
16 people are banned
I only know one person on the list to be homeless
9 community bans started at Walgreens
4 started at Fresh Madison Market
1 each at Michaelangelo’s, Fontana’s and Fannie Garver Gallery

So, conclusions?
I find the lifetime bans in the “other” category most concerning. There has been no individual review by a court or third party and they are permanent. 56 of the 73 bans there isn’t even a police case number. Of course, most of those are Porchlight/Grace Episcopal and I’m not sure we want to encourage them to call the police, but if it didn’t rise to that level of concern why are they permanently banned? And there appears to be a high percentage of people who are mentally ill being banned from the Overture. I’m wondering if there is a public accommodations discrimination lawsuit that is possible there?
