What will Madison City Council talk about tonight – 5/19/20 (Updated)

Only two items separated for discussion. Everything else will pass with recommendations on agenda unless separated at the meeting, or the public shows up to speak.

WHAT IS THE CONSENT AGENDA

What is a consent agenda?

Typical consent agenda items are routine, procedural decisions, and decisions that are likely to be noncontroversial.

Examples include:

Routine matters such as appointments to committees;

Routine resolutions approving plans, improvements, etc.

Reports provided for information only;

Correspondence requiring no action.

Why is a consent agendas used?

The consent agenda is used by the Council to save meeting time and to help ensure that Council meetings focus on substantive topics that are worth discussion. Through the “bundling” process, the entire set of routine agenda items can be voted on in one action versus taking the time to vote on each individual item.

What is the exclusion list?

These are agenda items that alders have requested be taken off the consent agenda.  The main reason an alder asks for an agenda item to be excluded is that they want to discuss/debate the item at the Council meeting.

Please note that public hearing items are never included on the exclusion list.  They are specifically scheduled and taken up by the Common Council at 6:45 p.m.

Amendment to Legislative File No. 60368 – Directing $80,000 of the Municipal Art Fund
towards Art in Public Places projects.

Additional language:

NOW THEREFORE BE IT RESOLVED that until the Madison Arts commission can resume meeting, staff will implement the following changes to the approval process for spending  Art in Public Places funding:

  • The Arts Program Administrator will issue a call for artists who have lost income due to COVID-19.
  • Members of the Madison Arts Commission will individually rank the applicants so that staff can create an eligible pool of artists to draw upon for a variety of projects.
  • Staff will coordinate public art and placemaking projects under $10,000 to take place in five areas of the City -North, South, East, West, and Central, with a focus on areas that are public arts deficient and using Racial Equity and Social Justice principles.
  • Proposals will be reviewed by the Chair of the Madison Arts Commission, at least one staff member from the Planning Division’s Neighborhood Planning, Preservation, and Design team, and the Arts Program Administrator.
  • Recommended proposals will then be advanced to the Planning Division Director for approval.
  • These changes will take effect once approved by the Mayor and the Common Council. Once the Madison Arts Commission is allowed to again hold a regular meeting, they will resume the role of vetting applications and proposals; and,
