The Sure to Be Incomplete (City) Week Ahead – With Craptacular Agenda after Agenda

It’s a shorter week because its got a “5th” . . . but I’d also check back Tuesday or around noon or so to see what is added. If you only looked at the weekly schedule on Sunday last week you would have missed the following meetings:

Tuesday, October 20, 2009
4:30 PM 201 STATE FOUNDATION INC BOARD OF DIRECTORS OVERTURE CENTER FOR THE ARTS BOARDROOM LOWER LEVEL, 201 STATE ST

Wednesday, October 21, 2009
8:00 AM EARLY CHILDHOOD CARE AND EDUCATION COMMITTEE ROOM LL-120 MMB
4:30 PM HOUSING MERGER PLANNING AD HOC COMMITTEE ROOM 260 MMB

Thursday, October 22, 2009
7:30 AM FUNDING PROCESS SUBCOMMITTEE OF THE COMMUNITY SERVICES COMMITTEE, EARLY CHILDHOOD CARE AND EDUCATION COMMITTEE AND SENIOR CITIZENS ADVISORY COMMITTEE ROOM 260 MMB
4:30 PM COMMUNITY DEVELOPMENT AUTHORITY SPECIAL MEETING ROOM 313 MMB
5:30 PM PLAN COMMISSION ZONING CODE REWRITE WORKING SESSION ROOM 300 MMB

So, the lesson is, you need to check the schedule . . . just know its name is a complete misnomer . . . because its not even close to being a weekly schedule with this many changes every week.

Anyways, I’m done educating folks on that issue for now . . . here’s alleged week ahead . . .

Monday, October 26, 2009
7:30 AM FUNDING PROCESS SUBCOMMITTEE OF THE COMMUNITY SERVICES COMMITTEE, EARLY CHILDHOOD CARE AND EDUCATION COMMITTEE AND SENIOR CITIZENS ADVISORY COMMITTEE ROOM 260 MMB
– And I thought I was cranky on Thursday morning (and Friday morning when I had another meeting with funders at 8a.m.). Hopefully they will get done with the priorities (allegedly attached, but you can find the latest draft here) and they will finally tell us how the priorities shifted when it comes to giving out the dollars, which they didn’t get to last Thursday.

4:30 PM BOARD OF ESTIMATES ROOM 260 MMB
This would suck – you’ve been reclassified and no pay raises for you.
– Why do we issue bonds for $185M for the UW, but can’t seem to do it for affordable housing or community development?
– Budget amendments! More budget info here.

Tuesday, October 27, 2009
4:00 PM GOLF SUBCOMMITTEE 3330 ATWOOD AVE
– Uh, oh. I don’t know what they are discussing because there are no attachments, but it looks like they might be thinking about raising greens fees . . . AM radio alert!

4:30 PM 201 STATE FOUNDATION INC BOARD OF DIRECTORS OVERTURE CENTER FOR THE ARTS BOARDROOM LOWER LEVEL, 201 STATE ST
– Hmmm, hiring a lawyer to deal with their debt and proposal to support the re-organization, both potentially to be done in closed session.

4:30 PM WATER UTILITY BOARD ROOMS A & B 119 E OLIN AVE
– This cracks me up . . . “Public Participation Process Financial Report
The report will be presented at the meeting.” Well, I guess the public won’t show up to testify about the report and let them know if the report covers their concerns if they can’t see it and know what they might want to testify about. Sigh.

5:00 PM SISTER CITY COLLABORATION COMMITTEE ROOM LL-110 MMB
– Another useless agenda with no attachments so you can’t tell if its of interest or not. I’d like to see their plan.

Wednesday, October 28, 2009
12:00 PM TIF REVIEW BOARD ROOM 313 MMB
– Stoughton Road TID (See agenda for links, they are there, just has multiple links)
– Northside TID (See agenda for links)

5:00 PM URBAN DESIGN COMMISSION ROOM LL-110 MMB
Zoning code re-write

5:35 PM COMMUNITY SERVICES COMMITTEE 119 E. OLIN AVE.
Dane County Task Force on Racial Disparities in the Criminal Justice System Recommendations
Process and Timeline Update. Another ridiculously uninformative agenda item. At the time I looked, when you open the link it says “Process and Timeline Update”. One might be prompted to ask, what process. I think I know, I think its the process for 2011-2012 funding, but can’t be sure.
Priorities Discussion. They should have a 5th draft they will be discussion after the Monday morning meeting. Don’t know when it will be available to the public.
– Item 6 is the funding priorities that will be unveiled Monday morning as well.
– Item 7 is the “public hearing format” – which I believe is for the mid November hearings on the priorities and funding, but its spectacularly unclear as well.

Thursday, October 29, 2009
4:00 PM ALCOHOL LICENSE REVEIW SUBCOMMITTEE ON DOWNTOWN ALCOHOL ISSUES AND ORDINANCES ROOM 103A CCB
– Another spectacularly crappy agenda. No attachments and two pretty vague concepts to be discussed.
1. Discussion of 2009 annual review of density plan
2. Downtown Ordinances
3. Downtown Alcohol Issues

5:00 PM COMMISSION ON PEOPLE WITH DISABILITIES ROOM 260 MMB
– Requiring 10% of all housing built with city funds to be fully accessible (no attachments)
– Peak and Non-Peak fares vs neutral fares for Paratransit. (no attachments)

5:30 PM COMMUNITY MEETING TO DEVELOP THE CITY’S SUSTAINABILITY PLAN 201 STATE ST
– No agenda items at all.

And there you have it, clear as mud in several cases.
