Half Mile Rule for capitol TIF
Amendment #1 to the Contract for Purchase of Services with Accela, Inc. and amending the Information Technology 2009 Capital Budget by transferring $127,000 from Purchased Software Enhancements Project # 810345 to the Enterprise Land and Asset Mgmt. Syst. Project # 810558 to fund Amendment #1 & contracts with Tyler Technologies, Inc. for the purchase and implementation of the MUNIS system and other software products for the City’s Integrated Enterprise Resource Planning System project (ERP) and for related services. (i.e. Clear alert!)
– Budget games . . . the deficit for the first time in 20 years, mostly goes to reduce debt. Here’s what went over:
Police Department: $125,000
City Channel: $9,000
Streets Division: $994,000
Community Services: $25,000
Workers Compensation Fund: $1,625,000
Total Appropriation from General Fund Balance: $2,778,000

The key line in the fiscal note: The appropriation of $2,778,000 from the General Fund balance brings the 2009 General Fund budget to the expenditure limit allowable under the State of Wisconsin’s Expenditure Restraint Program. (That’s the game that is played. We have no money, until we have to spend up the the ERP limit, then we spend so we don’t lose ability to spend the following year. Funny, the articles didn’t mention recycling revenues being down, but it was one of the areas causing the over-runs. Also interesting that the Mayor’s not available for comment on this one.)

Towing contract

4:45 PM LANDMARKS COMMISSION: POSSIBLE QUORUM OF URBAN DESIGN COMMISSION, PLAN COMMISSION AND/OR COMMON COUNCIL ROOM 300 MMB
Edgewater If you’re interested in this, you’ll want to read the staff report. It tells you where they think the project meets the ordinance, and where it does not and would need a variance. Apparently new information will be presented at the meeting. I think there were a little generous on a few points, but in the end, find that a certificate of appropriateness for the tower cannot be granted unless they allow a variance.

– Board development and strategic planning (no attachments, this can be boring stuff, but its also where when done effectively alot happens while no one is watching – I’m not sure which to expect.)

– With the economy the way it is, you would think this committee would be working their butts off . . . but no, its a snoozer.

Landlord Entry Law, allegedly making it more clear – but instead muddying the waters.
Giving police ability to ticket landlords for more violations. And changing the photo ordinance.
Chickens.
Changing the default when the landlord can show an apartment to 1/2 way through the lease, was 1/4. (Keeping the loophole to allow the landlord to change it in the lease as long as its in the non-standard rental agreement)
