City County Homeless Issues Committee Budget Recommendation Listening Session  (Committee Meeting to Follow)

The City County Homeless Issues Committee hopes you will join them for a listening session in downtown Madison. This listening session will help inform the budget recommendations they will send to elected leaders at the City of Madison and Dane County.

What is the City County Homeless Issues Committee?

The City County Homeless Issues Committee is an advisory committee of private citizens, Dane County Supervisors, and City of Madison Alders. The committee recommends policy and budget priorities related to housing and homelessness for consideration by decision makers in the Dane County and City of Madison governments.

What Will Happen at the Meeting?

At the listening session, members of the public are encouraged to share their thoughts with committee members on issues related to housing and homelessness in Dane County, specifically any ideas that could help inform the committee’s budget recommendations for 2020.

How Does The Listening Session Work?

Staff will be available to help people who have not participated in a listening session before sign up to speak. Written comments are also accepted at the meeting if people do not wish to speak.

Public comment is limited to three minutes per person. Committee members will ask people to take turns giving their comments and will remind speakers when their time is up.

This meeting is open to the public – please feel free to share this information with others who may be interested. You do not need to RSVP to attend this meeting.

HOW SHOULD THE CITY SPEND ITS FEDERAL DOLLARS FOR HOUSING AND HOMELESSNESS OVER THE NEXT 5 YEARS?

The City of Madison Community Development Division (CDD) receives federal formula funds annually from the U.S. Department of Housing and Urban Development (HUD). As a condition of receiving these funds, the City is required to develop a five‐year Consolidated Plan that articulates the community development goals on which it will focus these funds. This Consolidated Plan covers the period January 1, 2020 through December 31, 2024. During this five‐year period, the City anticipates it will receive the following Federal formula funds:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships Program (HOME)
  • Emergency Solutions Grant (ESG)

These funds will be used to meet goals and objectives established and approved by the Division’s CDBG Committee and the City of Madison Common Council. The Plan’s goals and objectives were developed in consultation with citizens, nonprofit organizations, developers, businesses, funding partners, schools and other governmental bodies. Their overarching purpose is to support the development of viable communities with decent housing, suitable living environments and economic opportunities for the City’s low‐ to moderate‐income households.

The draft 2020-2024 Consolidated Plan is available for review on CDBG’s website or in City’s Legistar system. CDD will be accepting public comments on the draft plan until November 30th. Public comment on the plan can be emailed directly to Community Development Grants Supervisor Linette Rhodes at lrhodes@cityofmadison.com or mailed to PO Box 2627, Madison, WI 53701-2627. Comments will be incorporated into the final plan, to be approved by Common Council on December 3rd.

EAST JOHNSON ST UPDATES

Construction Update

Project Schedule Overview:

  • Stage 3 (early-July thru mid-September):
    • Traffic: East Johnson one lane each direction on new inbound pavement and temp crossovers
    • Construction: outbound East Johnson, First Street median and northbound left turn lanes
  • Stage 4: (mid-September thru late-October):
    • Traffic: East Johnson one lane each direction split to the outside lanes
    • Construction: East Johnson median and center pavement, Thornton cul-de-sac and Yahara path
  • Stage 5: (late-October thru mid-November):
    • Traffic: East Johnson closed and detoured for 3 consecutive days each direction
    • Construction: East Johnson final layer of asphalt pavement and pavement markings
  • Overall Completion Date: November 15, 2019.

Current Stage: Stage 3C on First St., E. Johnson St./STH 113 is in Stage 3 (Phase 2).

Work this week (week of 10/04/2019):

  • Form and pour curb and gutter for SE corner of First St. and remainder of concrete pavement lanes at intersection of First St./E. Johnson St.
  • Form and pour concrete for remaining multi-Use path from east side of Yahara River to First St., with exception of D/W for MG&E site near Fordem Ave. until staging area is cleaned up. Begin sidewalk along west side of First St.
  • Continue to fine grade 1 ¼” CABC west of Yahara bridge to prepare for HMA binder on Wednesday.
  • Tri-County to pave binder west of Yahara River to N. Baldwin on Wednesday.
  • Red Arrow to perform misc. conduit crossings at First St. and adjust temporary signal pole anchors in conflict.
  • Remove temporary cross-over east of First St.

Traffic Impacts:

    • One lane bi-directional traffic shifted to existing inbound lanes.
    • Pedestrian traffic is with crossings at N. Baldwin St., N. Thornton Ave. underpass with Bike and Pedestrians allowed to us multi-use path from existing path to Fleet Bldg. access then detoured to a crossing on west side of First St. to north side of E. Johnson St. Sidewalks are closed along south side of E. Johnson from Bike path near Wisconsin Southern tracks to Baldwin St. Sidewalk is available on north side of E. Johnson St. from back entrance of apartment building near Yahara river to existing project limits to the east. Sidewalk on First St. is available on East side of Roadway with crossings at E. Mifflin St. and east side of intersection at E. Johnson St.

Volunteer at the TRC!

A New Volunteer Training Seminar will be held Saturday, October 5th, 9am-5pm In Room 2211, Law Building, 975 Bascom Mall, Madison

We’ll tell you up front: This is some of the most challenging and rewarding volunteer work out there. The majority of TRC volunteers are housing counselors who work directly with individual clients to help them resolve rental housing issues.

What is Housing Counseling? You will be the primary contact for people who need real solutions to real problems. As a housing counselor, you will learn to guide clients through difficult situations with clear information and practical action, promoting housing justice one person at a time. We provide extensive training, and no legal background is required!

TRC is seeking committed, passionate people who can volunteer for just three hours each week for a minimum of one year. We will train you on tenant/landlord law and provide lots of support as you assist clients in our main office. Shifts are available between 9am and 5pm, Monday through Friday and occasional Saturdays, and we are flexible with changes in your schedule.

No two days are the same as a volunteer housing counselor. All in one shift, you may explain the eviction process to a single mother, help a college student get their security deposit back, and guide an elderly couple through the steps they can take to make their landlord fix their furnace. Your role as a housing counselor is broad, eye-opening, and always rewarding.
