DANE COUNTY YOUTH GOVERNANCE APPLICATIONS OPEN

Dane County Youth Governance Program Now Accepting Applications for 2025-2026 School Year

Madison – The Dane County Youth Governance Program (YGP) is accepting applications for the 2025/2026 cohort from Friday, May 9th, until Friday, June 20th.

The YGP, established in 2012, is an annual program that encourages high school-aged students to engage in county government decision-making, provide a youth perspective for local projects and community issues, and gain the skills necessary for a new generation of active leaders and professionals. YGP participants have the same opportunities for committee participation and involvement as elected county supervisors, with the distinction that their vote is advisory and non-binding.

Participants of the YGP work closely with Dane County Board Supervisors acting as mentors to help develop their skills in civic engagement. Additionally, participants meet regularly and work closely with other youth in the program on a project presentation to present to the County Board at the end of the YGP term.

Requirements for the program include the applicant currently being in grades 9-11 (10-12 in the fall), availability to participate in at least 75% of in-person and virtual YGP meetings, and 6-8 hours of YGP work per month. Students interested in the program are recommended to attend committee meetings (information available on Legistar), watch county board meetings online, and review the functions and descriptions of different committees.

“The Youth Governance Program gives students the opportunity to play an active role in advancing Dane County initiatives, ensuring that the perspectives of Dane County youth are heard and valued in shaping their own futures,” said County Board Chair Patrick Miles.

For more information on application requirements, program structure, and expectations, view the Dane County Youth Governance Program website: https://fyi.extension.wisc.edu/youthgovernanceprogram/

NEIGHBORHOOD NEWS AND UPDATES

Southwest and Southeast Area Plan Survey Part 2, South Madison Mural, Low Mow May, and more!

Residents of Southwest and Southeast areas invited to share perspectives in second community survey
SEAP/SWAP

If you were one of the people who participated in the first round of a survey after having received a postcard from the Planning Division in January as part of the Southwest and Southeast Area Plans, make sure you check your e-mail inboxes for a link to the second part of the survey.

The first part of the survey focused on identifying issues and opportunities within the Southwest and Southeast areas. The second part of the survey, which is open until May 30, focuses on some of the topics that emerged in the first round of responses.

Take the Public Survey

New “Colorful Characters” Mural Honors Legacies of South Madison Leaders

South Madison Mural

The City of Madison is pleased to announce the completion and installation of a new public art piece by renowned artist Michael Ford at the Village on Park.

The mural, titled “ Colorful Characters,” is located on the corner of the new parking structure at the Village on Park, adjacent to the Urban League’s Black Business Hub. Ford used the letters in “South Madison” to create vibrant, abstracted shapes, which he combined with photographs from past South Madison leaders to create a four-story mural on the corner of the structure.

Low Mow May is Underway

Typically, lawns that are taller than 8 inches are subject to a notice from City inspectors that will direct the property owner to mow their lawns by a certain date or face a fine. To help with the “Low Mow May” effort, the Building Inspection Division will once again push mowing enforcement dates into the month of June, allowing our pollinators more time to thrive.

Pollinators do best when lawns are maintained at 4 or 5 inches tall, which gives them easier access to pollen and nectar from flowers and plants like dandelions, clover, and violets. In order to preserve access to those plants and give them the opportunity to resprout quickly and flower, it’s recommended to raise your lawnmower deck and limit your mowing to twice during the month (every 14 days) instead of every 7 to 10 days.

Earlier this year, the Common Council passed a resolution to reaffirm the City of Madison’s commitment to supporting pollinator health and authorizing the City to take the Mayors’ Monarch Pledge through the National Wildlife Federation (link is external). The pledge includes several action items to support monarch butterflies over the next year.

Streets & Urban Forestry Division Update

  • Spring Yard Waste Collection is Over.  Do not set out yard waste for pickup right now.  Take your yard waste to a drop-off site.  Curbside pickup returns in the fall.  More information about drop-off sites can be found at www.cityofmadison.com/DropOffSites.
  • Did you know you can recycle your electronics safely and for free at the Streets Division?  It’s true!  We take TVs, computers, printers, cell phones – you just have to bring it to a drop-off site and its free for all Madison residents.  More information about electronics recycling in Madison can be found at www.cityofmadison.com/eCycle.
  • There is a number of free resources available for you to help you recycle better in your home.  You can see what we have to offer on our Free Resources website.
  • Brush collection continues through the summer months.  Think of brush as the sticks, tree limbs, and branches that get fed into a wood chipper to make mulch.  You can get the brush set out dates for your home at www.cityofmadison.com/BrushCollection.

Meet OBR Team Member Meghan Blake-Horst

Each Newsletter we will highlight a staff person in the Office of Business Resources (OBR). Please get to know Meghan Blake-Horst OBR’s vending expert! The OBR Team feels so lucky to have her on the team….let’s get to know her better:

  1. What made you consider working for OBR?

I have been a small business owner and worked to support many businesses and entrepreneurs throughout my career. I have operated an art gallery and a variety of markets and worked with hundreds of makers, artists, food carts and other creative and community-based organizations. When the role of Street Vending Coordinator was posted, I could not wait to apply. This role and OBR team were a perfect match for my skills, connections and career goals.

  1. What do you like about working with the business community?

I love learning about what creative ideas people have and helping them reach their goals. I am passionate about supporting micro and small businesses that want to operate in the City of Madison. To watch an idea grow and bloom is always exciting and brings such a vibrancy to our streets, sidewalks, parks, and other spaces. I have the privilege of being able to coordinate and facilitate these opportunities in the City of Madison’s public spaces.

  1. What do you wish business owners would do before or while they are opened?

Download documents, open links and read the information that is shared with them before requesting a meeting.

It is also important for businesses to know the exact size of their equipment and materials as well as legal business information.  For example, if you own a mobile unit (food cart, truck, trailer, etc.) it is important to know the exact internal and external measurements.

It is very important for businesses to understand the importance of their Articles of Organization and when they need to reference that information. If you have incorporated your business then you should know your full legal business name and registered agent, exactly is it is written in the Articles of Organization. The majority of license and permit applications will require information from this document exactly as it is listed.

Keep asking questions, build your team (you can’t do it all) and use the resources shared with you.

  1. Last OBR project you worked on (a grant, a license a special circumstance?)

A program that has recently had a major overhaul is our Sidewalk Café and Roadway Café program. During COVID we started to allow businesses to use the parking lane in addition to the sidewalk for outdoor dining. The City of Madison was one of the first cities in the country to make our COVID response into official policy. These changes required me to work with several City agencies and business owners to create these new policies and guidelines.

Free Electronics Recycling, 100K Trees, and a Bison Sticker?

Hello Madison Recyclers:

The First Food Scraps Bison

This year’s food scraps recycling effort is off and running. Each year, we’ve had an animal “mascot” where we try to collect the weight of a certain large animal at our food scraps drop-off sites. Year one was hippos. Year two was mammoths.

This year is bison. We’re trying to collect the weight of a (small) herd of bison at our food scraps tents at the neighborhood farmers’ markets.  With this week’s Tuesday’s market, we will have reached the weight of one bison, and we’re on our way to 20 bison for the year!

To commemorate this year’s effort, you can pick up a free bison sticker at the food scraps tent at our market sites while you are dropping off your scraps.

You can learn where the food scrap drop-off site markets are located, and what scraps to take, by going to our food scraps website.

The sticker is objectively adorable (see below). It is designed for water bottles. I have mine on the reusable bottle I use for hot tea, and it works great. (It has survived multiple hand-washings, too). And I suspect it would be fine for laptops, or cell phone cases as well.

Reusable bottle with sticker of bison on it

Spring Yard Waste Pickup is Over

I know! How fast the year marches on.

Every neighborhood has received their two guaranteed curbside pickups for the spring. Crews collecting yard waste will be shifted to other duties. Brush collection will continue through the summer months.

If you have yard waste at this time, you should take it to a drop-off site.

Or you could consider composting it at home.

Grilling & Picnic Season Recycling Tips

As the weather gets nicer, and we start bringing our grills outside, here’s a quick roundup of some grilling season inspired tips to help you recycle right:

With the bulleted list below, keep in mind that choosing reusable options instead of single-use items is always less wasteful.

Remember, when in doubt, we have useful online tool you can use to look up what to do with items.

Never put these items in the recycling cart:
  • Loose plastic bags or film
  • Plastic or metals utensils
  • Dirty paper plates
  • Used paper towels or used napkins
  • Condiment packets
  • Tablecloths,
  • Plastic banners, plastic streamers, etc.
  • Propane tanks
  • Ashes
  • #6 plastic party cups
Always recycle:
  • Flattened and emptied cardboard boxes
  • Clean, empty, and dry beverage cans
  • Clean, empty, and dry cans from food (baked beans, corn, etc.)
  • Clean aluminum foil (wad it up to about the size of a baseball)
  • Clean, empty, and dry glass bottles and jars
  • Clean, empty, and dry plastic containers for berries, deli container of potato salad, etc.
  • Clean, empty, and dry plastic bottles for drinks, ketchup, mustard, ranch, mayo, and so on.

Free Electronics Recycling – Help Stop Fires

As you may have seen in the news, a month ago we had a fire in one of our recycling collection trucks. It was pretty scary, and thanks to some quick thinking by the operator he was able to drive away from the nearby homes and drop the recyclables on the ground before things got much worse.

While the official cause of the fire was undetermined, the firefighters did find a computer in with the charred debris.

Damaged lithium batteries cause fires. You cannot put them into the recycling, and you cannot put items that have batteries into your recycling either. It is dangerous.

Electronics recycling is free for all Madison residents. You just need to bring the items to a drop-off site.

Celebrating 100,000 Street Trees

Yesterday, we marked the occasion of reaching 100,000 streetside trees.

It’s an excellent achievement, not only of the Urban Forestry group, but for everyone who has advocated for trees within the City of Madison.

The emerald ash borer caused a large hit to our urban canopy, and it is exciting to see us get back to this large number of streetside trees and we look forward to continuing the efforts to make thriving urban forest.

With Mayor Satya Rhodes-Conway, we performed a ceremonial planting of a New Horizon elm on this isthmus.

Why did a plant a New Horizon elm for this occasion?  You can read up about what makes this tree special on this UW-Madison College of Agriculture & Life Sciences page.

In conclusion…

Thank you all for your time and attention.  Another round of edits for the Recyclopedia booklet are at the designer, so hopefully we’ll be able to get them off to the printer soon.  We do have plenty of other free resources to help you and your neighbors out as well.
