Flu and COVID Vaccines
Public Health Madison & Dane County is reminding everyone that getting up to date on flu and COVID vaccines is the best defense against getting seriously sick this respiratory virus season.
Recently, shifting federal guidance has made seasonal COVID vaccination recommendations more complicated. However, Governor Tony Evers has issued a statewide standing medical order(opens in a new window)(link is external) which allows anyone 6 months and older in Wisconsin to get the vaccine without a prescription and at no cost.
“We know the federal landscape has been confusing to navigate, but thankfully here in Wisconsin, we are following the science, and the science is clear: COVID vaccines lower your chance of severe illness. We strongly encourage anyone who is able, to get their updated shots,” said Janel Heinrich, Director of Public Health Madison & Dane County.
Streets & Urban Forestry Updates
- Final Farmers’ Market for Food Scraps! The final chance to bring food scraps for composting to a farmers’ market is this Saturday at the Westside Community Market at 505 S. Rosa Rd from 7am to 12pm. We’ll take pumpkins, eggshells, coffee grounds, vegetable peelings, fruit rinds, and so on. We’re so close to hitting our food scraps goal for the year, so we hope you can make a stop out to our last market of 2025.
- Pumpkin Time! What are you going to do with your old carved pumpkins? We will collect them in your yard waste (if you haven’t taken them to the food scraps drop-off on November 1 already. Yard waste crews will collect pumpkins, hay, cornstalks, and all sorts of compostable plant decorations. Just remove the wires, lights, candles, and so on. And remember, if you painted your pumpkins, we can’t compost those.
- Fall Leaf & Yard Waste Pickup Continues. Fall yard waste collection continues! Don’t miss the collection chances for your home. Get the dates you should set out the yard waste for pickup on the Streets Division’s yard waste website.
- Will there be more than 3 pickups of leaves this fall? We get this question around this time of year every autumn. We address it in the FAQ section of the yard waste website, actually. The short answer is that right now, which is at the end October, we don’t know if the weather in December will let us do an extra pickup round during that month. If we are able to perform an extra pickup round, we will announce it before that collection gets underway, so be sure you stay connected to your local sources of information about City operations, including the many city email lists you can sign up to receive. In the meantime, remember there are alternatives to curbside pickup. You can take leaves to a drop-off site. You can compost them. You can even leave in place or mulch them with your mower.
- Recycling Tip: What do you do with garden hoses? They belong in the trash. Never place hoses in the recycling cart. More information about what can, and can’t, go into your recycling cart can be found on our Recycling website.
- 2026 / 2027 Trash and Recycling Calendars Now Available. You can contact the Streets Division to request one be mailed to you, or you use our website and download your copy.
JOHN NOLEN DRIVE CONSTUCTION UPDATE10/31/2025
General Project Information
The John Nolen Drive project includes reconstructing John Nolen Drive and six bridges that span the causeway. New curb and gutter with a raised median separating northbound and southbound traffic will narrow traffic lanes to calm high traffic speeds. The Capital City Trail will be moved further from the roadway with the addition of three new bridge structures, increasing pedestrian safety and greenspace along the corridor. The trail will also be widened, increasing the capacity of the trail, with separate paths for bikes and foot traffic.

Work entails constructing temporary crossovers and temporary signals. Temporary storm sewer outfalls will also be constructed beneath the northbound lanes of John Nolen Drive.

- Nighttime closure of northbound John Nolen Dr at Broom St

Upcoming Stage / Traffic Impacts – Stage 2
Work entails reconstructing southbound John Nolen Drive, reconstructing three bridges on the causeway, and the Basset to Bedford pedestrian path.
- Traffic restricted to one lane each direction on existing northbound lanes

- Nighttime full closures anticipated for bridge girder removal
Work Week of 11/3/25
- Temporary signals are expected to be activated this week. Once the temporary signals are active, the contractor will be removing portions of the existing median islands to prepare for Stage 2 traffic.
- The contractor will be working during standard hours to install storm sewer across the northbound lanes of John Nolen Dr.
- The contractor will be working overnight to install storm sewer across the left turn lane to Broom St. This work is expected to occur Tuesday night 11/4
- The overhead sign structure will be removed during the same overnight period
Work Week of 11/10/25
- The contractor will be working during standard hours to continue installing storm sewer across the northbound lanes of John Nolen Dr.
- The median crossovers will be paved to prepare for Stage 2 traffic.
- The contractor will launch work platforms into Lake Monona and begin installing cofferdams
Traffic/Pedestrian/Bike Impacts
- There may be minor disruption to traffic as the temporary system replaces the existing signals. Once the Broom St temporary signals are active, pedestrian traffic will be routed through a temporary crossing north of the intersection and the southern crosswalk will be closed
- During the overnight work on 11/4 there will be no motorist access to or from Broom St via northbound John Nolen Dr. Pedestrian and bike access will be maintained.
- The Capital City Trail will remain open; however, widths restrictions will be in place at isolated locations during standard hours. Trail users will be routed onto temporary pedestrian matting or existing roadway while the contractor installs storm sewer pipes across the path. Cyclists are encouraged to dismount from their bikes through these areas.
Please be alert when traveling along the John Nolen Drive corridor. Please note that some work is dependent on weather and may be subject to change. Thank you in advance for your patience throughout this project.

Construction along N Franklin Ave and Lynn Terr is complete.
Project Update – MacArthur Road, Larson Court, Sycamore Avenue Reconstruction
The Common Council approved the plans, specifications, assessments and street geometrics, along with extending the assessments property payment option to 15 years with 4% interest after final assessments are mailed.
Project Update: South Madison Demolitions & Site Restorations

Quarter 4 2025 Update
The buildings and site improvements at all five sites have been removed. The two Badger Rd. sites have been completely restored. Restoration of the two sites on South Park and the North Ave. site continue with adding topsoil and seeding forthcoming. All sites are expected to be completed by the end of February 2026.
Project Update: Public Health Madison Dane County South Clinic
Location: South Park Street & West Badger Rd.
Estimated Schedule: January 2, 2024 – December 29, 2028
Project Overview
Madison’s Community Development Authority is redeveloping the block at S. Park Street and W. Badger Road. This area is approximately four acres of City-owned property. The development will include multifamily housing, a new fire station and a new public health clinic. The public health facility will be approximately 30,000 – 35,000 square feet and be located on the first floor of a larger building. The estimated construction budget for the public health facility is $15M. Information about the overall project can be found on the Park Badger Redevelpment website.
The City has selected a local team of professionals to engage the community, create a shared master plan, and embark on this redevelopment. The team was selected through a public, competitive proposal process. The main goal is to redevelop this block in a way that supports the community and keeps it affordable. To support this goal, the planning team held three community meetings. Presentation materials from these meetings can be found on the City of Madison DPCED – Planning – South Park Street and West Badger Road Redevelopment webpage.

Project Update: Badger Lane Lift Station Replacement
Location: 101 Nob Hill Road
October 28, 2025 Update
The new lift station design and site layout, completed by the City’s design consultant on the project (MSA Consulting Inc.), are nearing finalization. The City and the Madison Metropolitan Sewerage District are in the process of reviewing the 90% design drawings/report and providing comment.
With design being near complete, the City intends to schedule a Public Information Meeting (PIM) to provide the public more information about the project background, project limits, utility installation, construction timeline, & how the project will impact residents on or around the project limits. Following the presentation, there will be an opportunity to discuss the project and ask questions.
A public information meeting is scheduled for 5:30 p.m., Nov. 18, 2025, via Zoom. Registration prior is required.

Project Update: Solar PV – Police East District

Quarter 4 2025 Update
This project phase is planned for completion in November 2025. A new project will add a new rooftop array to expand the system. That project is anticipated to start installation in Spring of 2026.
Project Update – Badger Rusk Shared-Use Path
The Contractor has now completed Stage 2A of the project including utility replacements and street reconstruction on the north side of W. Badger Rd (within street) and on the east side of N. Rusk Ave. The Contractor is now moving on to Stage 2B, which is the final stage of the project, which includes installation of the shared-use path along the north side of W. Badger Rd within the project limits and final surface layer paving of W. Badger Rd and N. Rusk Ave. This stage is expected to last approximately 3 weeks. During this stage, a temporary pedestrian detour will set up within the westbound lane of W. Badger Rd while the new path is constructed. Traffic will continue to be reduced to one-way (eastbound) on W. Badger Rd and one-way (northbound) on N. Rusk Ave within the project limits. Metro Transit bus service will continue to run within the project limits.
The eastern half of the raised path crossing and remaining sidewalk paving at the intersection of W. Badger Rd and N. Rusk Ave is scheduled to be completed by end of week. The Contractor has also begun removing the existing sidewalk along W. Badger Rd and grading for the new path. Asphalt paving of the new path and surface street paving is scheduled to be completed next week Friday, November 7. After final paving is completed, the Contractor will install pavement markings and finalize restoration of the site. Once completed, W. Badger Rd and N. Rusk Ave will be then be fully reopened to traffic and the shared-use path will be opened for pedestrian use.
Project Update: East Streets Maintenance Facility Fire Sprinkler Replacement

The ponds are installed except for the plantings. Concrete for the “Shark” has been laid. We are expecting the asphalt within the next two weeks, and the project should be mostly finished by the end of November.
Nakoma Road Sidewalk Project Update
Starting Friday, October 31, Nakoma Road will fully re-open to traffic from Tumalo Trail to Manitou Way by the end of the day.
Utility work will resume with a full closure on a small portion of Manitou Way, near Nakoma Road, and last for approximately 3 weeks.

New Species Found in Grassman Ponds
A local entomologist (and amazing photographer) just found this new species, the black-tipped darner, on an Engineering stormwater pond!

Grassman Ponds, along Old Middleton Road, has been a favorite spot for entomologist Edgar Spalding to conduct surveys. His work focuses on damselflies and dragonflies, and his latest visit in October yielded an exciting find. The black-tipped darner, or Aeshna tuberculifera, is the first confirmed sighting of this species in Dane County. This species has a State Rank status of S3 in Wisconsin, meaning its populations are vulnerable due to a restricted range, relatively few populations, recent and widespread declines, threats, or other factors. Well, I’ll be darned.
Edgar reports that he has only ever seen this species in northern Wisconsin, where their preferred habitat is, and states “This is more evidence that you are creating/preserving habitat that sustains species that would otherwise not exist in Madison!”

County Board to Hold Final Public Hearing on Nov. 3 & Deliberations to Follow
The Dane County Board of Supervisors will hold a public hearing on the Personnel and Finance Committee’s (P&F) final recommendations for the 2026 Dane County Budget on Monday, Nov. 3, at 6 p.m. This hearing is the final opportunity for public input before the board begins formal budget deliberations.

John Nolen Drive Nightly Path Impacts
The John Nolen Drive reconstruction project will require occasional closures of the northbound roadway overnight beginning tonight. The Capital City path will remain open during these closures, but users may be routed off the path onto the closed roadway. Matting will be placed over the grass where path users are rerouted to maintain a stable surface.
Please exercise caution through the area and watch for construction workers.
