• Creating Section 28.022 — 00371 of the Madison General Ordinances to change the zoning of property located at 2005 N. Sherman Avenue, 12th Aldermanic District, from TR-C4 (Traditional Residential-Consistent 4) District to NMX (Neighborhood Mixed-Use) District.

• Approving plans, specifications and Schedule of Assessments for Atwood Avenue Assessment District – 2023.

• Creating Section 28.022-00567 of the Madison General Ordinances to change the zoning of property located at 3401 East Washington Avenue, 12th Aldermanic District, from IL (Industrial-Limited) District to CC-T (Commercial Corridor-Transitional) District.

• Approving submission of the City of Madison’s required 2022 Annual Action Plan (AAP) to the U.S. Department of Housing and Urban Development (HUD).

• Authorizing the Mayor and City Clerk to enter into a sole-source emergency contract with Fiscal Assistance, Inc. to facilitate the provision of housing assistance-related payment services using federal HOME Tenant-Based Rental Assistance (TBRA) funds, to supplement resources that support participants of the City’s Unsheltered Response Initiatives programs.

• SUBSTITUTE: Authorizing the Mayor and City Clerk to execute contract amendments with specific Dane CoC agencies to extend ESG-CV contract terms through December 31, 2022.

• Amending Section 3.54(9)(b) of the Madison General Ordinances to add the positions of Transit Chief Development Officer, Transit Chief Operating Officer, Transit Chief Maintenance Officer, and Transit Chief Administrative Officer to Compensation Group (CG) 21 and adding or retitling the position elsewhere in the ordinances.

• Amendment to RES 21-00764, a Second Substitute Authorizing an Agreement to Support Low Cost Student Housing between the City and Core Campus Manager, LLC.

• Authorizing the expenditure of up to $364,000 for conceptual architectural and engineering design services for the State Street Campus Garage redevelopment project at 415 N. Lake Street, including authorizing a non-competitive service contract with Eppstein Uhen Architects (EUA), a non-competitive service contract with Mortenson Development, and other related expenditures. (2nd AD- Alder Patrick Heck)

• SECOND SUBSTITUTE – Creating Section 23.65 of the Madison General Ordinances to prohibit commercial selling of cats or dogs for the purpose of experimentation, and amending Section 1.08(3)(a) of the Madison General Ordinances to update and revise bail deposits for violations thereof, and amending Section 1.08(4) to provide Director of Public Health Madison Dane County enforcement authority to issue citations for violations thereof.

• Creating Section 5.17 of the Madison General Ordinances to prohibit the Madison Police Department and law enforcement responding under mutual aid from using tear gas, mace, impact projectile devices or other chemical agent for the purposes of crowd control.

• Implementing the Final Attachment Area of the Town of Madison by creating Section 15.01(646) of the Madison General Ordinances entitled “City Boundaries” and being part of the chapter entitled “Aldermanic Districts and Wards” attaching to the 14th Alder District land located east of Nob Hill Road and Badger Lane on both sides of Moorland Road, hereinafter referred to as “Area 13”; and repealing and re-creating Section 15.02(133) of the Madison General Ordinances to attach the property to Ward 133.

• Implementing the Final Attachment Area of the Town of Madison by creating Section 15.01(645) of the Madison General Ordinances entitled “City Boundaries” and being part of the chapter entitled “Aldermanic Districts and Wards” attaching to the 14th Alder District land generally located east of S Park Street and the Chicago and Northwestern Transportation Company railroad right of way, south of E Olin Avenue and John Nolen Drive, along and west of Rimrock Road, and north of the W Beltline Highway, hereinafter referred to as “Area 12”; repealing and re-creating Section 15.02(132) of the Madison General Ordinances to re-create Ward 132 to include a portion of Area 12; creating Section 15.02(153) of the Madison General Ordinances to create Ward 153 for the remainder of Area 12; and amending Section 15.03(14) to add Ward 153 to the 14th Alder District.

• Implementing the Final Attachment Area of the Town of Madison by creating Section 15.01(647) of the Madison General Ordinances entitled “City Boundaries” and amending Section 15.02(77) entitled “Wards and Ward Boundaries” being part of the chapter entitled “Aldermanic Districts and Wards” detaching from Ward 77, 14th Aldermanic District, property owned by Patrick Henry II, LLC located at 313 W Beltline Highway, which is also known as the “Genesis Parcel”.

• Recreate positions #2863 to Chief Operating Officer, #2786 to Chief Development Officer, #2723 to Chief Administrative Officer, and #2678 to Chief Maintenance Officer in the Metro Operating Budget.

• Adopting the City of Madison Annex to the Dane County Natural Hazard Mitigation Plan

• Indemnification of moving vehicle companies for the purposes of delivery and retrieval of election equipment.

• BY TITLE ONLY Amending the 2022 Adopted Operating Budget to transfer funds within agency budgets based on projected spending through the 2nd Quarter of 2022
