- Heckman and Fey met with Staff who have continued working on revisions to the City’s leases after conversations with the current lessees raised some issues with what was being proposed in March. Key areas of concern were requirements for Nutrient Management Plans that can be costly, tillage methods that require specialized equipment, and pesticide restrictions. While additional information may be needed before approaching farmers with revisions that address their concerns, consensus was reached to a point where those revisions can be made with the understanding that each lease will need to be tailored to the conditions of each property and Dane County Land & Water Department staff can be consulted on agricultural practices. Staff expects to introduce the revised lease in time for referrals to Board of Public Works on 9/3, Finance Committee on 9/8, Board of Park Commissioners on 9/10, and MFPC on 9/17 with a goal of Council approval on October 7th and leases signed with farmers by the end of October.
