• Authorizing the City to execute an agreement with Pontoon Porch LLC to use the Law Park area, the nearby Monona Terrace property, and Olin Park boat launch for picking-up and dropping-off passengers as part of the operation of User’s pontoon boat rental business for the years of 2023-2026.

• Authorizing the execution of a Purchase and Sale Agreement for the purchase of Unit 2 of the Fourteen02 Park Condominium as part of the Truman Olson project, the execution of a lease with Maurer’s Urban Market as grocery operator, the execution of documents related to the construction of grocery and tenant improvements, and the execution of condominium documents for the project.

• Authorizing a $62,225 contract with Madison’s Central Business Improvement District (BID) to fund the continuation of the Downtown Activities Program focused on existing plazas around the Capitol Square and State Street (2nd, 4th and 8th AD.)

• Authorizing a loan to Smart Cleaning Solutions or its assigns in the amount of $250,000 to purchase a commercial property at 2530 Agriculture Drive through the TID 39 Small Cap TIF loan program using TID #39 incremental revenue as authorized in an amendment to the TID #39 Project Plan (RES 20-00619 adopted by the Common Council on September 1, 2020). (AD 16)

• Amending the 2023 Economic Development Division TID 39 Capital Budget by $2,400,000, authorizing the use of $2,286,000 of existing 2023 Economic Development Division TID 51 Capital Budget, and authorizing the execution of a Purchase and Sale Agreement (the “PSA”) for the purchase of 1800, 1802 and 1804 South Park Street, Madison, WI (the “Properties”) from All Metals Real Estate LLC and BAVVLE LLC (the “Seller”).

• Amending the 2023 Water Utility Capital budget to include $2,875,000 of additional budget authority between various major water main projects and programs in accordance with Rate File Authorization: 3280-WR-116, issued by the Public Service Commission of Wisconsin (PSC REF#: 455440). (Various Alder Districts/Citywide).

• SUBSTITUTE: Amending the Engineering-Major Streets Adopted Capital Budget to add funding from TID #45 to the Wilson/Broom project for storm water and flood mitigation improvements, and undergrounding of overhead utilities. (4th AD)

• Amending the Engineering-Facilities Management Adopted Capital Budget to add an additional $348,000 GO Borrowing funding to the City-County Building Improvements program for the replacement of windows.(AD 4).
