Community Testing Site Update

Alliant Energy Center

  • Wednesday (7/22) 1737 people were tested and Thursday (7/23) 2211 people were tested.
  • The total number of people who have been tested at the community test site is 80,245.

Percent Positivity Updated on our Dashboard

As we talked about in our blog post and Snapshot we released on Monday, over the past couple of weeks, our data dashboard has appeared to have a high percent positivity rate. This is because each negative test has to be processed manually by a staff person. Our staff prioritize processing positive results, and as the amount of testing has increased, we have had a backlog of negative tests to process. Positive tests are always immediately verified and processed, and delays in processing negative tests in our data system does not affect notification of test results. The only effect this backlog has had is on our percent positivity rate and daily test counts.

Our data team has been working on a solution, and as of today, PHMDC is now including negative tests on the dashboard that have entered our data system but have not yet been processed by our staff. Around 17,000 negative tests were added to the dashboard today using this updated methodology. Recent dates are subject to change, as some tests are determined to be out of jurisdiction when they are processed. With this additional data added, the percent positivity rate over the past 7 days is 2.1%.

To be clear, percent positivity is just one metric we monitor and was not the reason for the new orders that have been issued in July. We issued orders with new restrictions effective 7/2/20 because from June 20, 2020 through June 26, 2020, 482 individuals tested positive for COVID-19, which was the highest of any seven day period. The number of cases increased by 45% in just one week which was the largest percent increase we had since the end of March. When the order for face coverings was issued on July 7, we had just again experienced the highest ever number of cases in 7 days: 780 cases from 6/27 to 7/3. Additionally, our lab timeliness and contact tracing metric turned red, and our community spread metric was red.

MPD has been doing social media campaigns (Facebook, Instagram, and Twitter) for the past several years to include #NightlyLockup and #9PMRoutine.  The #NightlyLockup campaign has been a collaborative effort with other surrounding law enforcement agencies to simply remind residents to establish a routine to lock their vehicles and homes.  In addition to social media, we’ve done podcasts, billboards, interviews, and radio ads on this topic.  I continue to also highlight it through Madison Area Crime Stoppers.

Bike Madison Updates

Madison Joins Vision Zero Initiative – Even One Traffic Death is Too Many 

On Thursday Mayor Satya Rhodes-Conway announced the City’s Vision Zero initiative setting the citywide goal of eliminating fatal and serious traffic injuries on Madison’s streets, sidewalks and paths by 2030. A resolution of support was unanimously by Common Council on July 14, 2020. The core principle of Vision Zero is that death and injury on city streets are preventable.

Madison Bicycle Adventure Trail Network

Madison Parks is currently in the planning phase of developing a citywide system of multi-use optimized, off-road trails. In 2019 the City applied for and obtained a trail planning grant from the International Mountain Bicycling Association (IMBA). This grant provides matching funds to produce a citywide feasibility study and develop a trail concept plan. Project Page

As a part of this project a pilot project is now open directly adjacent to the Cannonball Path at Leopold Park, just south of the Beltline.This project is intended to get feedback on potential bike park development and provides a way to provide a social distancing activities for kids and families this summer. The trail is approximately 1/4 mile long and is designed for all ability levels and sizes of bikes. It is intended for children, families and new riders but anyone is encouraged to ride it. .Information on Pilot Project
MEETINGS

  • Transportation Policy and Planning Board on August 3 at 5pm. The Wilson Street Corridor Study is on the agenda for approval consideration. Meeting Information

CONSTRUCTION

  • E Doty St – Starting at 5am on Tues, July 28 until approximately 8pm on Fri, July 31, the 10 block of E Doty St will be closed to erect a tower crane at the Judge Doyle Square construction site. E Doty St will be completely closed between the Block 89 parking garage driveway and S Pinckney St. From Block 89 to MLK Jr Blvd will be converted to two-way traffic with an all way stop. Pedestrian access will be on the north side of E Doty St only. Also, work may be delayed if there are moderate winds or storms. More Information
  • E Wilson St – Emergency repairs have closed one lane from Blair St. Use caution.
  • Arboretum Dr Reopening to Motor Vehicles – The UW is planning to reopen Arboretum Dr to motor vehicles starting August 1.
  • Anderson St – Work has started between Wright St and Stoughton Rd. This project includes a new bike facility. More Info
  • Cottage Grove Rd from the Interstate to Sprecher Rd –  Traffic lanes have shifted o the new pavement on the south side of the street which includes a bike lane for outbound direction only. Project Information
  • Schroeder Rd near Struck St – The McKenna Flood Mitigation project has moved into Phase 2 on Schroeder Rd. The Greentree-Chapel Hill Path will remain closed and at Schroeder Rd bicycles will be detoured to Rayovac Dr to reach Struck St. Please follow the marked bicycle detour.  Project Information
  • Johnson St – ATC is doing work on Johnson St between Blount St and Pak St related to the substation and are working at manholes throughout this area with short closures required where work is happening.
  • Badger State Trail and Seminole Hwy at McKee Rd – The Badger State Trail in Fitchburg closed Mon, April 27 to begin construction of a bridge over the road. Seminole Hwy will remain open but only one travel lane in each direction with no bike lane. The City of Fitchburg asks bicyclists on Seminole Hwy to follow the marked bicycle detour.   • Gregory St – This reconstruction project has started and is expected to last until October. Project Information
  • Toepfer, Holly, Euclid, St Clair – Work has started and the road is closed except for resident access.
  • Fish Hatchery Rd Reconstruction – Work is happening in the section in the City of Fitchburg. Detour at the Cannonball Path north of the beltline if traveling south from Madison. Project Information
  • West Towne Path extension and underpass of Gammon Rd – Avoid travel on Gammon Rd near the Beltline and West Towne Mall if possible. Access to the mall is being maintained in this area but it will be easier to use Mineral Point Rd entrances. Project Information
  • UW Arboretum Curtis Pond Rehabilitation – Work is going on near the west entrance to the arboretum across from the Curtis Pond. New stop signs have been installed and trucks will be using the road. Please follow any signage or workers. Watch for gravel in the road.

EVENTS

  • Protests – Please expect and respect disruptions to bicycle routes and paths as people gather to exercise their first amendment rights here in Madison. If your route is blocked, please wait respectfully or take a different route to your destination.
  • State Street Streatery – Starting Fri, July 3 and lasting through Aug 23, State Street will become a Streaterey on weekends. The street will be shut down to vehicles including buses on weekends to allow restaurant seating and outdoor retail sales. If you are biking through the area use caution as businesses work out how to best set up their space and pedestrians get use to this new street format.  Press Release
  • Dane County Farmer’s Market – The market has moved to Willow Island at the Alliant Energy Center and will be open Wednesdays and Fridays by pre-order. Expect higher than normal traffic on the paths in the area on these days. More Information

Good Day Partners – Below is your COVID Update

Current Data

  • 3,529 confirmed cases-Dane County (32,628-State)
  • 33 deaths-Dane County (844-State)
  • 118,465 tested-Dane County (773,217-State)

Overview of K-12 School Requirements

  • Summer School requirements updated last week with masking and distancing.https://publichealthmdc.com/documents/school_requirements.pdf
  • Released 20-21 school requirements. Reflects safety measures needed to mitigate viral spread if schools open. Have worked in conjunction with WI DPI.
  • Must be prepared to support students who need/require distance learning.
  • Included additional metrics to use in decision making. Includes hygiene and cleaning requirements. Masking requirements included. Distancing of 6 feet if possible. Caveats for working with students who need close contact. Information on quarantining. 4K must follow child care requirements, not school requirements even if 4K is in school setting. Use more restrictive requirements. Max of 15 students for 4K. Avoid mixed groups.
  • Although not in requirements, public health is still working on activities in common areas. Right now follow mass gathering requirements. Want to offer flexibility while still mitigating the spread of infection.

Questions:

Could close exposure be explained again and quarantine for asymptomatic?

  • Close exposure is 6 feet for 15 minutes or more over the course of a few days with a person who is contagious. a. There are updates for employee information when testing positive. Please review.
  • Testing. a. If in close contact, quarantine for 14 days and two tests if you are asymptomatic. Days 3-5 and days 12-14. Many factors involved in testing. Incubation for virus is 14 days.

Is there guidance for handwashing cloth face coverings? Is it safe for children to breath in bleach washed cloth face coverings.

  • Guidance on the website. Soap and bleach water.  More guidance will be forthcoming on the bleach question.

Can guidance be offered for the Badger Shield Face Covering? (Can this be used as a mask/face covering?)

  • This question has been passed along to the lead team to see if it would qualify as a face covering.  Right now a face shield does not count as a face covering.

Do private choice schools have to offer online learning? Is it a requirement or option?

  • This time it is not a requirement, but is offered a strongly suggested option. Local data is telling us that it is not safe to be in face-face school environments. Strongly suggesting virtual learning. If there is a case in a classroom who has met face-face, the entire class will need to be quarantined. This will also include staff as well as students. The entire class and staff will be quarantined for 14 days. The DPI has detailed information and will be releasing PPE information and additional testing for school nurses/health care assistants this week.

Will N95 masks or higher level of PPE be required for school nurses/health care assistants.

  • Will delay the response to this after DPI releases information.

Will FIT testing be done and will emergency management do the testing.

  • DCEM does not have the capacity for FIT testing.
  • MDCPH does not have capacity for FIT testing. DPI preliminary information does not indicate that nurses/health care assistants should not be using N95 masks. Looking at using surgical masks, face shield, and goggles. Possibly gowns.

Please share more about social distancing to “greatest extent possible?”

  • PH recognizes that students/staff may be in situations where students/staff may need to be in closer contact than 6 feet.

Can the school provide an assurance that 6 foot distancing and masking are in place to potentially avoid a quarantine?

  • Working with the contact tracing team to come up with more information to respond to this. May be related to age of students (e.g., elementary v. middle v. secondary school students). Does not want to over promise anything. May also relate to whether it was due to a traveling teacher who came into the classroom for an hour and did not move up and down aisles, etc. At this time, move forward with the thought that the entire classroom would quarantine.

Any recommendations for people who have traveled out of state and when they can return to school, particularly in relation to high risk areas? What is a high risk area? Recommendations?

  • Dane County has no travel recommendation – but DHS has a recommendation. Review info on DHS site. Monitor symptoms for 14 days. Hot spot areas is a challenging question as it depends on the location. If you are going out into the community – assume you will be potentially coming into contact with someone who is COVID 19 positive.

EM Comment.

  • This is my first exposure to all of the nuances of what is dealt with in schools. All decisions have consequences/unintended consequences. This is difficult and hopes everyone understands.
  • It is complex and we are lucky to work with others in trying to figure everything out.

Public Health Madison and Dane County

  • A new data snapshot just came out. A little over 5% positivity rate. Higher than we would like. Would like results to get out faster, but logistically it is tough to get information out. Later today there will be a new weekly snapshot released. Hoping to see a downward trend. Average number of cases is in the “80s” v “100s.”
  • Data snapshots look at a 2 week average, rather than a daily average.
  • At the end of last week, the “r” value dropped below. Lower is better. This is the rate at how quickly the virus is spreading.
  • Percent positivity rate may seem to be trending up because the positive results are processed faster than the negative rates.

Testing Information

  • The Alliant Center continues to operate very well. Some days we have tested over 3,000 people. Working on having the National Guard in place until the end of the year. Some days the wait time in line is lengthy. Since the new electronic registration has been implemented, the wait time has been reduced – in some cases a zero minute wait time.
  • Working with community partners to continue to do pop up community sites. Coordinating with the Boys and Girls club at Penn Park and in Sun Prairie this week. Next weekend, Mt. Zion Baptist Church. More in the Allied Neighborhood in future weeks.
  • Are using rapid deployed testing sites. Being done through MOU with Fitchrona and Madison EMS. Folks seem appreciative for the sites.
  • Some of the food banks have more food than they can handle. Running out of space for cold storage. If there are locations that have cold storage that could help the food banks, that would be helpful. Please reach out to Dave Janda and he will share info with those necessary.
  • Started face covering requirement last week. Most are doing well. Chamber of Commerce shared that businesses are pleased that this applies to everyone. Most feedback is positive.
  • Mask coverings: Trying to educate first and enforce second.
  • UW-Madison is recruiting additional staff for contact tracing for returning students in the fall.
  • The CDC has changed their release from isolation rules. You need to be fever free for 24 hours (a shorter time) after 14 day quarantine.

Questions

Does an employee needs to be given time off from work to have testing?

  • If employer requires the testing, employee should be given paid time to get tested. Much of this is “it depends.” Depends if they are symptomatic or asymptomatic or if they have been in close contact with someone. Should quarantine if there is a chance of infection.

Comment that there had been a reference to a mask ordinance. It is a public health order – not an ordinance.

School related/general. If a child has a runny nose and cough, but no fever and the doctor has said the child can go to school, should the child go to school?

  • If the person has had contact with a positive ID for COVID 19, they should quarantine, but having a cold is not the same as COVID 19. If the child has been seen and released by a medical doctor, they most likely do not have COVID 19. Defer to medical doctor’s guidance.

Will there be a reduction in other types of infections with all of the protections in place?

  • Similar thinking. The MDCPH will be monitoring the occurrence of other infectious diseases.

Do you have a recommendation for employee if a spouse has traveled out of state? Do the same considerations apply?

  • If you are in the community, you are facing a potential risk for exposure. May not be related to travel. Same for folks who have traveled. Monitor symptoms.

Information:

  • Some confusion on who is eligible to get cloth face masks from the county. DCEM has been sharing some cloth face masks to some community groups/organizations. DCEM has info on the website and he will send the link again. DCEM does not distribute to individuals. He will also send a link to “Dane County Mask Makers.” –https://www.danecountymaskmakers.com/

Follow Up

From the meeting notes in the question and answer section of the K-12 School discussion, the following questions were raised and answered:

Question: Will N95 masks or higher level of PPE be required for school nurses/health care assistants. a. Will delay the response to this after DPI releases information. Will FIT testing be done and will emergency management do the testing. DCEM does not have the capacity for FIT testing. MDCPH does not have capacity for FIT testing. DPI preliminary information does not indicate that nurses/health care assistants should not be using N95 masks. Looking at using surgical masks, face shield, and goggles. Possibly gowns.

There are two issues raised in this question, one is related to recommendations and/or requirements for use of N95 masks for school nurses and the second is related to N95 fit testing.

  • The Department of Public Instruction is expected to release guidance this week on the use of PPE in schools.  Louise Wilson,School Nursing and Health Services Consultant with the WI Department of Public Instruction provided this clarification to the question of the use of N95 masks:

DPI is saying school healthcare staff are not required to wear N95 masks but may for certain tasks if they can procure them and if they can get fit tested, and they are trained and the District has a respiratory program.

  • Regarding the fit testing question, Louise also provided this information:

Fit testing is going to be an issue and barrier for schools. I am not hearing of any good resources for this to happen but have encouraged school nurses to check with local hospitals. Additionally, to ask their maintenance supervisor because some maintenance staff may be using industrial N95 respirators and have had this testing.

In the revised PPE Considerations for Schools document N95 respirators are recommended if school healthcare staff are performing procedures that aerosolize respiratory secretions such as, but not limited to: open suctioning of airways, sputum induction, non-invasive ventilation (e.g., BiPAP, CPAP), manual ventilation. Fluid resistant surgical mask (with eye protection) can be worn in lieu of respirator or PAPR when assisting with nebulizer treatments.

In order to use an N95 respirator the school staff member must pass a fit test and the district have a respiratory program in place accord to the Department of Safety and Professional Services.

Additional information and guidance on PPE in school settings will be available from DPI in the near future.
