Lawyer for (Madison) Police & Fire Commission Information Session

At the end of this month Tonight, Madison’s Community Response Team will be hosting an information session with Madison Police and Fire Commission counsel Scott Herrick. The Madison Police and Fire Commission “Appoints the chief of each department; approves or disapproves promotions…[and] holds hearings on disciplinary matters brought to its attention either directly or through appeal and imposes discipline if appropriate.”

Scott has agreed to prepare and present answers to questions that have been gathered by the Community Response Team from 3 years of community meetings and online requests. These questions were forwarded to Scott in advance. The sole goal of this meeting is for the CRT to collect information regarding the PFC’s role and possibilities within state law.

The process for the meeting: Scott will present, there will be scheduled pauses for clarifying questions – and clarifying questions will be allowed only at those times. The session will be moderated by Amelia Royko-Maurer of the CRT.

As the PFC’s attorney, Scott will only be able to answer legal questions about the commission, not questions about specific PFC decisions or members. After facilitating multiple public hearings with open Q&A, the CRT’s goal in organizing this event is to ensure their backlog of relevant questions are answered.

Examples of questions Scott will be answering on the 30th:

“The optional powers give a PFC the authority to “organize,” “supervise,” and make “rules and regulations” for “control and management.” Are there any examples of a current or past PFC’s rules/regulations that we can review?”

“To what extent does the PFC exercise detailed oversight over the hiring process for MPD officers? For example, how readily could the PFC mandate specific additional prescreening tests (such as the Matrix-Predictive Uniform Law Enforcement Selection Evaluation Inventory) for hiring by MPD?”
