May 17, 2011 Common Council Meeting Proposed Consent Agenda Exclusions

Please note that exclusions on this listing may change at the meeting. Items may be added or taken off the list when the consent agenda is presented.

Agenda Items #5 through #21 are PUBLIC HEARING ITEMS.

The following items are extra-majority items to be included on the consent agenda with request for unanimous vote
46. Legislative File No. 22047 Allocating $400,000 appropriated in the 2011 Operating Budget for prior-year encumbrances and appropriating an additional $53,302 from Contingent Reserve to fund actual 2010 year-end encumbrances in various departmental accounts.. (Report of Board of Estimates – 15 votes required)

Items that are part of Consent Agenda but with additional recommendations as noted:
6. Legislative File No. 21604 – Creating Section 28.06(2)(a)3523 of the Madison General Ordinances rezoning property from C Conservancy District to M1 Limited Manufacturing District. Proposed Use: Construct State of Wisconsin Joint Preservation Facility; 18th Aldermanic District; 402 Troy Drive (Public Hearing – Ald. Anita Weier, D. 18 – re-refer to Plan Commission meeting of 6/6/11 and Common Council meeting of 6/21/11)

116. Legislative File No. 22350 – Dissolving Tax Incremental District (TID) #23 (Capitol Square). (New Business – Ald. Mark Clear, D. 19 – add Economic Development Committee as additional referral)

Items requested by alders to be placed on EXCLUSION LIST with separate motions/votes:
39. Legislative File No. 21454 – Accepting the Development Process Initiative Report dated January 31, 2011 as amended and approved by the Economic Development Committee on February 16, 2011; and, directing the City Attorney and responsible department/division directors to begin immediate implementation of the recommendations contained therein, including the formulation of ordinance modifications and budget proposals where necessary. 50. Legislative File No. 22094 – Amending the 2011 adopted operating budget of the Traffic Engineering Division to delete the position of Bicycle and Pedestrian Program Manager (CG-RG: 18-xx) and maintain the current position of Pedestrian Bike Coordinator (CG-RG: 18-06) for the remainder of 2011. 47. Legislative File No. 22058 – Amending the 2011 Adopted Operating Budget Room Tax Fund to reauthorize $5,095 in lapsed Sister Cities funding. (Report of Board of Estimates – Ald. Anita Weier, D. 18)
