Human Services Board 2017 – 2018 Work Plan

Goals

1. Assist DCDHS in implementing audit recommendation regarding full funding of human services programs.
2. Develop and utilize a communications and outreach plan to provide meaningful and varied opportunities for input from staff, providers, program participants, and others impacted by human services programs.
3. Identify best practices programs for funding priority and transition programs that are not using best practices.
4. Identify efficiencies, additional revenue sources, and prioritize reduction of costs with major cost drivers.
5. Utilize an equity analysis/tool(s) while engaging in the work.
6. Deliver recommendations to HHN, P&F and County Board for consideration in budgeting and policy making, including a template or criteria by which to evaluate funding decisions.
7. Complete in 12 months, meeting twice per month until completion.

Method

1. HSB discuss proposed work plan and seek input from staff, including office of equity and inclusion (regarding equity analysis and tool(s) to utilize), HHN, and public. May – June 2017
2. Work with IT to develop a survey for online public input during the process. May – June 2017
3. Break up the work by division. Devote 8-12 HSB meetings to staff reports, public hearing, and board member Q&A on human services programming. July 2017 – March 2018
4. Dedicate meeting time following completion of public hearings on the divisions to discussion of findings and potential recommendations. Combine Fiscal Management with Badger Prairie at the end of the public hearings on BPHCC. Dedicate 4 meetings to this. July 2017 – March 2018
5. Compile recommendations and circulate to community for feedback and post recommendations for public comment for a period of at least one month and dedicate 2 HSB meetings to discussion and potential action. Broadcast/tape meetings on Madison City Channel and make recordings available online. Engage most impacted communities in the communities in which they reside with incentives and compensation for participation in public input process. April 2018
6. Develop final recommendations and present to HHN, P&F, and County Board. May-June 2018

Office of the Director and Fiscal Management (1 meeting for hearing at Northport, ½ meeting for discussion at end of process with BPHCC)

Discussion outline: Systems overview (funding sources, demographic information, and program descriptions, major cost drivers), efficiencies and revenue opportunities, best practices, and current and/or potential systems change processes.

Children, Youth, and Families (3-4 meetings for hearing at CCB, 1 meeting for discussion): Admin, Alternate Care; AODA- Children, Family, and Adult; Children and Family Support; Children Come First, Juvenile Justice Services; Dane County Youth Commission

Discussion outline: Systems overview (funding sources, demographic information, and program descriptions, major cost drivers), efficiencies and revenue opportunities, best practices, and current and/or potential systems change processes.

Adult Community Services (3-4 meetings for hearing at ADRC, 1 meeting for discussion): Admin, ADRC, Aging-Long Term Care, Alternative Sanctions, AAA, DD Adult, DD Children, Mental Health, Physical Disabilities, Sensory Disabled

Discussion: Systems overview (funding sources, demographic information, and program descriptions, major cost drivers), efficiencies and revenue opportunities, best practices, and current and/or potential systems change processes.

Economic Assistance and Work Services (2-3 meetings for hearing at Job Center, 1 meeting for discussion): Admin, Capitol Consortium, Day Care, Eligibility Determination Personnel, Employment and Training, Housing and Homeless Assistance, Program Support and Services

Discussion: Systems overview (funding sources, demographic information, and program descriptions, major cost drivers), efficiencies and revenue opportunities, best practices, and current and/or potential systems change processes.

Badger Prairie Health Center (1 meeting for hearing at BPHCC, ½ meeting for discussion): Admin, Health Care Center
