County Board Budget Debate Heating Up!

I’m late to the party here, Executive Budget has been out for two weeks – public hearing tomorrow night in front of the entire county board and amendments will be flying through committees soon.  Here’s the info you need to know!

OTHER THINGS TO KNOW

Restrictive Public Testimony Rules

  • Just because it says they are taking public input it doesn’t meant that you will be allowed to speak.
  • Some committee chairs choose to enforce the rule in bold below during budget season :
    • 7.225 PUBLIC APPEARANCES AT COMMITTEE MEETINGS. (1) The agenda for each committee meeting shall contain an item titled public comment at which point on the agenda any member of the public shall be allowed to speak on any issue which is not on the agenda or, with the consent of the committee, any issue over which the committee has jurisdiction. Persons wishing to speak shall first file with the committee or its staff a form complying with s. 8.10. Copies of the form shall be made available at the meeting.

      (2) If necessary at a particular meeting to ensure public comment is received from all those interested in testifying and the committee has sufficient time to conduct all scheduled business, the chairperson may limit the time for each speaker to 3 minutes, exclusive of time allotted to questioning by committee members.

      (a) If a committee has taken testimony on an item and the same committee considers action on the item at a separate meeting, the public shall not have the opportunity to testify if that same item appears on subsequent agendas of the same committee. Items are not considered to be the same item if a new amendment has been posted and the public has not had the opportunity to testify on the new amendment.

      (3) The limitations of this section shall not apply to county officials or employees as permitted by the committee.

Uber Amendment

At the county each department has a committee that reviews their budgets.  Those committees make amendments and they all go to the Personal and Finance Committee.  The committee hears from the sponsors of all the amendments.  Then it goes away and magically there is a whole budget deal all worked out that they pass in 15 minutes or less. This is all done behind the scenes and the public doesn’t get to comment on the uber amendment.  The meetings usually last 20 minutes or less.

Blogs by Supervisors

The county doesn’t have the same tools as the city.  The only blog about the budget on the county website is the one by Heidi Wegleitner (posted 10/7).  Most Supervisors don’t use their blogs.  Heidi might be the only one.  Yogesh Chawla has his campaign site still up and he blogs, er posts “updates” there.  He mentions some information there, and refers to Heidi’s blog.
