City of Madison Week Ahead 2/24/20

Council meeting this week (AirBnB, Dogs referred) but robot delivery and transit study RFP for approval, downtown alcohol meeting of ALRC, public market and Judge Doyle Square at Plan Commission and more.

WHAT HAPPENED TO THE AGENDAS THIS WEEK?

More on this tomorrow.  If you only looked at the clerk’s weekly meeting schedule this week you’d probably only see half the public meetings that will actually happen next week.  There is no other way to say this, this week’s agenda is a clusterfuck.  Let’s go day by day and see the differences clerk’s agenda (1st photo) vs. legistar (2nd photo)

Monday – Clerk’s schedule has ALRC listed twice

 

Tuesday – Water Utility agenda missing from clerk’s website

Wednesday – Street Use Staff Commission, Vending Oversight and Community Services Commission agendas missing from clerk’s website

Thursday – Joint Campus Area Committee is missing from the Clerk’s Agenda

Add to this that it appears that the Committee on Aging, President’s Work Group to Review Council Communication Tools and Processes and the Housing Strategy Committee didn’t get their agendas in.  Plus, likely a meeting or two we don’t yet know about will show up next week.  That’s a minimum of 9 glaring errors and likely 10, 11 or 12.  Given that at the moment the clerk’s website only has 10 actual meetings on it, that’s not a very good batting average.  The clerks agenda should have a minimum of 15 agendas, 18 if the committees got their agendas in on time, and likely more.

For the record, the official record of next week’s meetings is hanging outside the clerk’s office in the City County Building, which is currently locked.

What is it going to take to make this right?  We talk about public participation and engagement, but how can you engage with a system that can’t even get its meetings posted properly?  Sadly, it has gotten worse under this new mayor.  I expected it to be better.

  • Discussion and Recommendations as a Result of Alcohol Density Study
    • Handling of capacity numbers for alcohol licensees.
    • Discuss City staffing resources related to issuance, monitoring, and enforcement activities associated with Alcohol Licenses.
    • Policy for high density areas anywhere in the city (not just in the current overlay district).
    • Discussion and potential adoption of recommendations to the Common Council arising from the results of the Density Study and related aspects of Alcohol licensing and monitoring.
    • Possible point system for reviewing and approving licenses.

  • Presentation by Anna Andrzejewski, Chair of the Landmarks Commission, regarding demolition reports submitted by the Landmarks Commission to the Plan Commission
  • Creating Sections 28.022 – 00426 of the Madison General Ordinances to change the zoning of property located at 202 North First Street, 12th Aldermanic District, from TE (Traditional Employment) and CN (Conservancy) Districts to PD(GDP) Planned Development (General Development Plan), and creating and 28.022 – 00427of the Madison General Ordinances to change the zoning of same from PD(GDP) Planned Development (General Development Plan)District and PD(SIP) Planned Development (Specific Implementation Plan) District. (Why can’t they just say Public Market?)
  • Items 3-7 are all one public hearing on  SSM health Clinic
  • Item 8 & 9 are on 5006 Hammersley Rd – zoning change and certified survey map.
  • Item 10 and 11 are at 216 S. Pinckney St – amending Planned Development for Judge Doyle Square and conditional use to exceed the capital view limits for Judge Doyle Square.
