$2,885,000 for TIF for Madison Dairy (141 apartments, 61,000 sq ft office, 18,000 sq ft retail and 362 parking stalls – needs TIF policy exceptions.
$565,000 TIF for Madison Dairy for Affordable Housing (65 affordable units and 10 market rate plus 50 parking stalls.) – they already got $1M from the Affordable Housing Fund, but nothing in this resolution mentions the level of affordability. Also requires a TIF policy exception, boundary amendment, Joint Review Board approval and state approval.

Authorizing the Planning Division to lead the process to update Madison’s Comprehensive Plan and designating the Plan Commission as the lead policy body throughout the update process.
Marling Lumber redevelopment (20,000 sq ft commercial, 230 apartments) – items 4 (amending plans), 5 (change zoning) and 6 (demolition permit and conditional use) on the agenda
RP Pastas moving to 2921 N Sherman – needs permission for limited production and processing
Amending Sections 28.066, 28.140(1)(e), and 28.151 of the Madison General Ordinances to add more substance and clarity to the Mixed-Use Center District ordinance so that it can be more effectively implemented to achieve the purposes for which it exists. (no one has used it yet, staff have been talking to two developers interested in using it)
• Clarifies the standards of approval for these districts and associated master plans;
• Clarifies the requirements for contents of a master plan;
• Establishes a clear approval process, including a requirement that the application go to the UDC for review/recommendation;
• Re-orders some of the base requirements of the district, such as the maximum height requirement;
• Cross-references the “large retail establishments” section of the ordinances (Sec. 33.24, MGO);
• Provides an alteration process;
• Includes a timeline for implementation that requires re-approval after 10 years.
