Subject: Travel Ban to Mississippi and North Carolina (Update and question)

Until further notice, all city staff travel to Mississippi and North Carolina is prohibited.

Please notify my office and the city attorney if you feel that we have a contractual obligation to attend a meeting in North Carolina and Mississippi and the city attorney will assess the situation and advise me with a recommendation if an exception should be made.

Question:
The onerous legislation adopted by the North Carolina legislature was prompted by a wise ordinance adopted by the city of Charlotte protecting the rights of members of the LGBTQ community. That raises a question and a challenge for the city of Madison.

Should we allow travel to those cities in NC and Mississippi that have local ordinances protecting the rights of people. Since our legislature has the capacity to preempt our local EOC ordnances, we could find ourselves in the same position. I know that the coalition of cities who support the boycott are considering this exception to the state wide travel bans.
