– #16 –Extending Mark Olinger’s temporary appointment to his position as Director of the Department of Planning and Community and Economic Development. It was reported they’ll have someone new in the next 30 days, but I don’t know if that was too ambitious. Final interviews scheduled for July 19.
– #17 – David Dryer extended for another 5 years, with conditions.
– #21 – Denying alcohol to “habitual drunks”
– #22 – Bartenders and other employees and owners banned from drinking in bars, recommended to reject.
– #25 – New agent for Church Key. #27 & 30 & 32 for Rileys, #29 Brickhouse, and #31 Samba.
– #38 – Expanding the Old Fashioned.
– #47 Mark Clear’s peace offering to the county on the quarterly tax issue recommended to reject. Mayor’s boy didn’t deliver, so Mayor wants them to refer until he can be there . . . well, or December.

Dear Colleagues,

I will not be at the July 6th Council meeting when you take up the ordinance amendment that would give our taxpayers more flexibility in making installment payments on their property taxes. So, via this message, I’m asking you to refer the ordinance to our meeting in December. This is necessary because the Council narrowly rejected the budget amendment to move forward with the corresponding IT changes at your last meeting on a vote of 13 to 4. There isn’t sufficient time now to get this in place for the 2010 tax year.

Referring the ordinance amendment to December will give us time to consider the budgetary implications (both the costs and the benefits) in our budget deliberations. If I decide to budget for the change and the Council approves this in November then the ordinance amendment would be ready to go in December to be in place for the 2011 tax year. If I decide not to go forward with it or the Council rejects it, then we can place the ordinance on file at that time.
