Budget Amendents For Council Next Week (Final)

17 capital budget amendments, 17 operating amendments and one attachment. Here they are and a quick run down of what they mean.

CAPITAL
1 – Allowing city to loan $8M for the Library while they do their fundraising and a bridge loan of $650,000 to Madison Development Corporation for BioLink for construction (Mayor, Clear, Verveer and Palm)
2. – Removing $200,000 for Council Chamber/County Board room remodel (Sanborn, Pham-Remmele and Compton)
3 – $1M for capitol loop (Verveer, Maniaci)
4 – Removing buying land for track realignment for Central Park, saving $2,238,765 (Sanborn, Pham-Remmele, Compton)
5 – Removing $1,916,040 from Central Park (Sanborn, Pham-Remmele, Compton)
6 – Adding money for street trees in TIF districts for $17K (Verveer, Manaici, Rummel)
7 – $120,000 for Brittingham Boathouse (Verveer, Bidar-Sielaff, Clear, Solomon and Kerr)
8 – $100,000 for Warner Park Master Planning (Rhodes-Conway, Verveer)
9 – New equipment for streets because they added workers, $101,000 (Schmidt, Bidar-Sielaff, Rummel, Verveer, Rhodes-Conway)
10 – $50,000 for Northside Bus Shelaters, benches and artwork. (Rhodes-Conway, Verveer)
11 – Edgwater hotel language added to TIF money to make sure that they agree to card check nuetrality, 25% of jobs exceed the living wage by 20% with 15% being targeted individuals (low income, underemployed, veterans, minorities, women with emphasis on City of Madison) (Verveer, Solomon, Bidar-Sielaff, Rhodes-Conway, Rummel)
12 – $75K for marketing of BioAg Gateway and Biolink from TIF (Clear, Compton)
13 – $1M more for Villager mall (Bruer, Kerr)
14 – Cutting the $5M for landbanking (Sanborn, Pham-Remmele, Compton)
15 – Accepting the TIGER grant of $950K for planning for the rail station. (Rummel, Cnare, Clear)
16 – Adding 5.6M for metering for water utility to allow for monthly billing and better monitoring of water use. (Mayor, Cnare, Clausius, Rhodes-Conway, Rummel, Bidar-Sielaff, Skidmore, Maniaci, Solomon, Verveer)
17 -$300K for maintaining current water meters if the new system doesn’t pass. (Cnare, Palm)

OPERATING
1 – $50K from Miscellaneous for emerging needs to help bring agenceis funded up to the 2011 level, with the remaining portion of the money available for emerging needs. See attachment for more information. (Bidar-Sielaff, Verveer, Rummel)
2 – Removing $25K from the Room Tax for the New Urbanism Conference (Sanborn, Pham-Remmele, Compton)
3 – Dissolving the Affordable Housing Trust Fund (Sanborn, Pham-Remmele, Compton)
4 – Dissolving the Inclusionary Zoning Fund (Sanborn, Pham-Remmele, Compton)
5 – Dissolving the Capital Revolving fund (Sanborn, Pham-Remmele, Compton)
6 – Adding .25 position for police information specialist, with the costs being reimbursed by “the consortium”. (Mayor, Skidmore)
7 – Starting the council policy analyst in July instead of December adding $30,926 to the budget. (Bidar-Sielaff, Schmidt, Verveer, Maniaci)
8 – Pension and health care benefits for the alders while cutting the mayor’s aides by 5.7%.
9 – $43,000 for the clerk for County Exec race. (Schmidt, Verveer, Rhodes-Conway)
10 – Adding $67,143 for city channel supervisor (Cnare and Compton)
11 – Ice Skating rinks at Heritage Heights and Nakoma Parks for $10,600 (Cnare, Solomon, Maniaci)
12 – Deleting a meter reader from Water Utility if the AMS system goes into place. (Cnare, Palm)
13 – Ped Bike Coordinator restored for $8,160 (Maniai, Cnare)
14 – Increased funding for neighborhood grants by $30K (Schmidt, Bidar-Sielaff)
15 – Hourly workers for planning department for $10,017 (Maniaci, Rummel, Verveer)
16 – Taking money out of budget for Art and Performance Contracts $92K (Sanborn, Pham-Remmele)
17 – Adding one staff to economic development division $72,538
