Banned, Banned, Banned – No Legal Place to Go!

I made this list of places homeless have been banned from or are not allowed to sleep or just be- but I missed a few, so I’m revising the list. The bench ordinance and the ban from sleeping at the city-county building are two more to the list. All this effort and homelessness has increased and we wasted a lot of time, effort and energy on these things instead of finding positive solutions.

OCCUPY MADISON
October 2011: Reynolds Park, Madison, WI (City Parks Ordinances)
October 2011: Veterans Plaza, Madison, WI
November 2011: Monona Terrace, Madison, WI (Monona Terrace Rules)
November – May 2012: 800 East Washington, Madison, WI (Camping Permit expired, city refused to renew)
May through Oct 2012: Lake Farm County Park, Mendota County Park, Token Creek Park (County Parks Closed)
Oct 2012: 800 East Washington, Madison, WI (Trespassing)
November 2012: Lake View County Park/Dane County Human Services, Madison, WI (Forcibly Removed by Dane County Parks and Sheriff)
November- March 2012: Token Creek County Park, Burke, WI (County only allowed people to stay til February, deal made to stay til March)
March – May 2013: Koua Vang’s Property on Portage Road (City Zoning Violation)

May 2013: County Parks (Rules changes about number of tents on a site, other threats)

Clearing out everyone under Monona Terrace
2013 & 2014 – 40 out of 40 remote campimg spots clear cut and people forced to leave or be arrested
Fence put up to prevent people sleeping under bridge at Cottage Grove
MG&E Clearing areas people sleep
Private developer buys Sherman Ave before Occupy could turn it into housing
Brenda Konkel and Rob Bloch’s Porch (zoning violation)
Limiting the hours the City-County Building is open
Police against Tiny House Village (we won that one!)
Clear cutting various areas people are known to camp (currently targeting Cottage Grove and Woodman’s East areas)

Not allowed to sit on wall by Veteran’s Plaza

SHELTER ISSUES
Men’s Shelter after 60 days
Single Women’s Shelter after 30 or 60 days
Waiting List for Family Shelter, shelter roulette at Warming Shelter until you get in
No shelter where couples without kids can stay
No wet shelter
No medical shelter
No hospice
Shelter not suitable for some with mental illnesses– crowded, noisy, insufficient privacy, triggers
People who have been permanently banned from shelter
Wheelchair access to men’s shelter limited
Men’s shelters difficult for others with other physical challenges
Don’t let people in shelters until it is less than 20 degrees outside if they are out of days
Babies only prioritized until they are 4 months old, then they are street ready if they are out of days at shelter
Families have to leave shelter 4 hours a day – except a few of the coldest days of the year

And now trespassing policy at the City-County Building? And the bench ordinance?
No Legal Place to Go!

And, homelessness is a protected class?

  1. It’s obvious that Madison needs a Soylent Green factory. It would provide jobs, boost the local economy, and get rid of all these surplus people that are sitting on our rocks and benches. I’m actually surprised Soglin hasn’t already suggested it.
