DEMOLITION NOTICE
This is a notice that Marie Daleo will be filing a demolition permit application. The application will be submitted around May 6, 2026 or later. The applicant seeks to demolish a single-family house. The address is 3902 Winnemac Ave Madison, WI 53711.
The City’s Landmarks Commission provides an advisory review of all demolition applications. The Landmarks Commission will determine if the building has historic value. If it has historic value, then the Plan Commission will review the application. The Plan Commission will hold a public hearing when they review the application. If it has no known historic value, the Director of Building Inspection may approve the application.

The residence has reached a state of deterioration that makes remediation unfeasible. An assessment revealed structural instability, including full-length ceiling and wall cracks, foundational shifts with seepage, and old windows. Inconsistent occupancy and poor upkeep have led to mold and pest issues that impact safety. Our goal is to revitalize this site by replacing the existing structure with a modernized, quality home that aligns with the charm of our block. We hope to move forward quickly.

9 Neighborhood Grants Approved, Area Plans in Final Stretch, Madison Bike Week and More …
Neighborhood Grants

On April 21, the Common Council awarded 9 grants for projects in neighborhoods. Look for these exciting initiatives as they begin taking shape over the coming months:
- North Street Neighborhood $1,000 – Coordinate across neighborhoods to pool resources and knowledge about festival organizing with an event series that will help neighborhoods develop expertise and lines of communication across festival committees.
- Elvehjem Neighborhood $2,500 – Fill the need for places to rest and gather by installing a picnic seating area at the entrance to the new all-wheel spot being constructed in Elvehjem Park.
- Neighborhood House Community Center $1,100 – Install a small, welcoming community picnic area at Neighborhood House Community Center in the Greenbush Neighborhood with native and edible garden plantings to promote social connection, environmental stewardship, and hands-on learning.
- Arbor Hills Neighborhood $3,700 – Become more welcoming to the small but increasing Latino population in the neighborhood by translating the neighborhood association’s quarterly newsletter into Spanish and providing culturally relevant music and other programming.
- Burke Heights Neighborhood $4,400 – Install a kiosk, native planting, and bicycle maintenance station to enhance the Sycamore Park goers experience while maintaining a low-maintenance, durable design appropriate for a community park setting.
- Bayview Foundation, Inc. $3,000 – Restart Bayview Leaders neighborhood organization by providing training, mentorship, and pathways to community engagement and organizing. Bayview Leaders ensures that low-income residents play a central role in shaping a more vibrant and resilient community.
- Seein’ is Believin’ $5,000 – Create a Healing in the Outdoors Walk-Through Gallery at the Harmony Apartments.
- My P.R.O.C.E.S.S. $5,000 -Transform the Meadowlands neighborhood into a hub of learning, creativity, and wellness. Combine science, technology, arts, and community engagement to address critical needs such as educational enrichment, food insecurity, and social connectivity.
- The River Food Pantry $1,074 -Plan, install, and maintain several public “pocket gardens” at the new food pantry facility to create a more attractive and welcoming public environment along Packers Avenue.
Southwest and Southeast Area Plan Final Review Processes Begin May 5!
Final review and approval processes will begin next week for the Southwest and Southeast Area Plans. Drafts can be accessed here: Southwest Area Plan and Southeast Area Plan. See the Board, Commission and Committee review process below and click on the links the Friday before each meeting to view agendas and register for public comment. Consideration of the Plan drafts will run concurrent with an ordinance amending the Comprehensive Plan to reflect maps and other information contained within the Southwest and Southeast Area Plans.

Madison Bike Week starts May 30 – Downtown Plan June 3 and RoundTrip Greater Madison June 6!
Get ready for the biggest biking celebration in town! Madison Bike Week is all about riding anywhere—to work, to school, to the library—or simply to feel the warm wind blowing through your hair. Whether you’re a seasoned bicyclist or a newbie to riding in Madison, there will be something for everyone to enjoy.
Check out these fun opportunities to connect with City of Madison staff throughout the week:
- Monday, June 1: Ped-Bike staff will lead guided detour rides showcasing the John Nolen Drive bike detour and improvements around Monona Bay. Rides depart at 4:30 p.m. and 5:30 p.m. from the Brittingham Park Tennis & Pickleball Courts ( 388 S Bassett St).
- Tuesday, June 3: GREAT SCOTT!!! Grab some coffee and a donut, muffin or fruit on the Capital City Path and discuss Downtown Madison’s future with City of Madison staff. The City is creating the Downtown Area Plan, and wants to hear your perspective on growth, housing, transportation and other issues you see in the community. Hover boards welcome but please no DeLoreans on the path.
- Thursday, June 4: RoundTrip Greater Madison program staff will host a Bikes, Buses & Treats celebration station with cookies, giveaways, and partners including Metro Transit, Madison BCycle, Madison Traffic Engineering, and WI Bike Fed. Stop by from 3:00-6:00 p.m. on the Cap City Trail @ E Wilson and S Ingersoll.
- Saturday, June 6: Traffic Engineering staff will lead an East Side Infrastructure Ride, starting at 9:30 a.m. at the Madison Municipal Building. You’ll learn about recently completed projects and cool details of signal operations, street lighting, and upcoming planning work.

Madison Public Market Art Installations
The Madison Arts Commission (MAC) is continuing to install public art at the Madison Public Market ahead of its opening. When these installations are complete, the Madison Public Market will showcase a vibrant collection of public art that reflects the diverse voices, histories, and cultures of the Madison community. The City’s Cultural Resources Planner, Meri Rose Ekberg, coordinated the installation of several projects at MPM in recent weeks.
“We are honored to work with all these artists to see their art finally installed. Each work brings the market to life, one piece at a time,” Ekberg said.

Spring Yard Waste Collection Ending Soon: Don’t miss out on your yard waste pickup chance. Get the date when you should put out yard waste for pickup on the Streets Division’s website.
Recycle Better: Last call to sign up for the Recycle Better class with Sustain Dane. Help yourself and your neighbors be better recyclers! Classes start next week. More details are on the Sustain Dane website.

Food Scraps Drop-off for Composting: We’re up and running now at the Eastside Farmer’s Market at McPike Park on Tuesday evenings and the Westside Community Market on Saturday mornings. Come on out. Drop-off some scraps. Pick up a free sticker of this year’s goal animal! We hope to collect 48,000 pounds, which is the same weight as 24 giraffes. Get more details at the food scraps website.
How to Get to Quann-Olin Parkway Drop-off Site: We’ve had some phone calls from people getting led astray by their smartphones when trying to find the entrance to our new drop-off site at 1504 Quann-Olin Parkway. Mapping apps have not caught up with where the new entrance is located and people are getting some very confusing advice. There are signs on Olin Avenue directing you where to turn onto Quann-Olin. And once you get onto Quann-Olin, you will see signs on the fence that tell you where to turn into our site. We also have an overhead map on the drop-off site webpage.

The City of Madison Community Development Division (CDD) has released the Affordable Rental Housing Development: Non-Tax Credit Request for Proposals (RFP). This RFP focuses on capital support for non-tax credit rental housing development within the City of Madison. This RFP will allocate up to $6 million in Federal and City funds to support the goals and strategies to create affordable housing opportunities.
The CDD will hold an RFP Application Workshop designed for developers interested in applying for City financial assistance in response to this RFP. Staff will provide an overview of the RFP, the Affordable Housing Targeted Area Map, and key requirements and preferences.
Registration is required to attend.
Please register for the RFP Application Workshop by May 4th. The virtual application workshop will be held on May 5th at 11 AM.
