    • Increase three permanent part-time Community Connectors from 0.6 FTE each to 0.8 FTE each. This is a total change from 1.8 FTE to 2.4 FTE. Increase salaries by $48,669 and benefits by $31,140. – Figueroa Cole
    • Add $12,500 to purchased services for the Double Dollars program within the Economic Development Division’s Business & Real Estate Development Finance service. This amount is in addition to the $62,500 included in the executive budget for the Double Dollars program. – Evers, Verveer, O’Brien, Vidaver
    • Require a competitive RFP process to allocate $50,000 for downtown programming within the Economic Development Division’s Business Resources & Outreach service. There is no change to the total budget. – Madison
    • Add $12,225 to purchased services for the Downtown Business Improvement District (BID) within the Economic Development Division’s Business Resources & Outreach service. This amount is in addition to the $50,000 included in the executive budget for the Downtown BID. – Verveer, Govindarajan, Ochowicz
    • Create a 1.0 FTE Public Works Development Manager 1 position (Compensation Group 18, Range 10) in the Engineering Division’s Private Development service (Land Information section). Authorize the position to be underfilled as a Surveyor 2 (CG 18, R8) and fund the position to be filled for a portion of the year (beginning March 1st, 2026). The amendment assumes 5% of the position’s time will be charged to capital projects. The total salary and benefits cost for the position in 2026 is $86,619 ($82,288 general fund, $4,331 capital). Reduce overtime by $15,000, hourly wages by $5,000, and associated benefits by $2,573 to offset the additional cost of the new position (total = -$22,573). Increase supplies by $4,922 for one-time equipment and supply purchases. Increase purchased services by $3,965 for ongoing software licenses cost. The net general fund cost of the position, including personnel and non-personnel costs, is $68,602. – Verveer, Evers, Guequierre, Ochowicz
    • Increase the permanent part-time Data Analyst position in the Office of the Independent Monitor from 0.6 FTE to 0.8 FTE, effective January 1st, 2026. Fund the increase for a total amount of $18,258 (salary: $17,609, benefits = $649). – Madison (courtesy sponsor) Matthews
    • Create a 1.0 FTE Parks Program Coordinator position in Comp Group/Range 18/4. Fund the position to be filled for a portion of the year (beginning April 26, 2026) for a total cost of $62,717 (salary = $48,510, benefits = $14,207). – Madison Evers
    • The proposed amendment makes a technical correction to the Public Health budget to reflect the Dane County Executive budget, reappropriates a portion of the City’s share of Public Health expenses to City-only expenses, and updates the budget narrative to reflect these changes. Technical Adjustment Reduce expenses by $490,307 ($347,421 in salaries and $142,886 in benefits) to reflect the County Executive budget, which included a 1% reduction in salaries for County employees and eliminated two vacant positions within Pubilc Health. Reduce the County contribution by $276,464 (budgeted in the “Intergovernmental Revenues” major), and the City contribution by $213,843 (budgeted in the “Transfer In” major), to reflect the decrease in joint costs, based on equalized values. Increase City-Only Expenses and Funding Increases City-only funding by $213,843 to fund City priorities. This will support the following increases in the violence prevention unit: Increase three 0.5 FTE positions into three 1.0 FTE position (total increase of 1.5 FTE, Salaries: $103,800, Benefits: $69,300), and increase supplies by $40,743. The increase is offset by the decrease in the technical adjustment, resulting in no change in the total City funding for Public Health.   • Approving Plans, Specifications, And Schedule Of Assessments For Lake Street Sanitary Sewer Replacement Assessment District – 2025. (District 2, District 8)
    • The existing sanitary sewer mains will be replaced and upsized on North Lake Street between a tie-in point 370’ north of University Avenue and State Street. The existing sanitary sewer is 12-14” cast iron and was installed in the 1910’s. The new sewer will be 24” PVC. The Board of Public Works is scheduled to hold a public hearing virtually on Wednesday,October 29, at 5:30 p.m.
  • Adopting the updated ADA Transition Plan
  • Amending the City of Madison Official Map to remove mapped reservations for future public streets located on Block 2 of the University Addition to Madison in the Northwest Quarter of Section 23, Township 7 North, Range 9 East in the City of Madison, on land generally addressed as 975 University Avenue. (District 8)
    • This item removes a previously officially mapped reservation for a future street within a block bounded by University Ave., N. Park St., W. Johnson St. and N. Brooks St. This entire block is currently occupied by a UW building, Grainger Hall. The UW is planning further additions to Grainger Hall, and, in order to comply with current state codes, the underlying property, including lot lines, etc. need to be cleaned up prior to proceeding the project, and this includes officially removing the officially mapped reservations for future public streets as allowed by Ordinance. This request has been reviewed by all City agencies that could have an interest in this reservation including the Engineering Division, Traffic Engineering Division, and Planning Division, and there is no objection to this modification from any City agency.
  • Amending the City of Madison Official Map to remove a mapped reservation for a future public street located in the West Half of the Northwest Quarter of Section 31, Township 7 North, Range 10 East, in the City of Madison, on land addressed as 1201 Moorland Road (District 14).
    • This item removes from the official map a reservation for a future street across the property currently addressed 1201 Moorland Rd. This future street was intended to connect from Moorland Rd. at Raywood Way to the southwest with E. Clayton Rd., in the City of Fitchburg. However, prior vacations and discontinuances will prevent this street connection from being feasible. The owner of 1201 Moorland Rd. is now looking to subdivide and develop the property and has requested that this remnant street reservation be removed from the Official Map. Relevant City agencies have reviewed the request, including City Engineering, Traffic Engineering, and Planning Divisions, and there are no objections from relevant agencies about removing this street reservation
  • Amending the records, including maps and databases, of the street address numbers and street names by the City Engineer, referred to in Sections 10.34, Madison General Ordinances by changing the name of a 250’ long isolated portion of Ruskin St on the north side of Commercial Ave to Huxley St (District 12)
  • Approving plans and specifications for public improvements necessary for the project known as 929 E Washington Ave Hotel and authorizing construction to be undertaken by the Developer, Private Contract No. 9512 (District 6)
    • The developer, Archipelago Village, LLC, has received the City of Madison’s conditional approval for the construction of a 15-story, 265-room hotel with a food and beverage uses and outdoor eating area at 929 E Washington Avenue. This is a planned multi-use site which contains a 144-room hotel, a five-story office building, and a 380-stall shared parking structure. With this project, the developer shall be responsible for the construction of a northbound turn lane at the intersection of S Paterson Street and E Washington Avenue. Additional work related to the turn lane shall include the removal and replacement of pavement, curb and gutter, sidewalk, traffic lights, a fire hydrant, storm inlets, signing, and pavement markings. The developer shall be responsible for the protection of City fiber optic lines in the terrace behind the curb along E Washington Avenue. The developer shall provide a deposit for pedestrian lighting on E Main Street and S Paterson Street, shall be responsible for existing concrete bus pads along the E Washington Avenue frontage, construction repair of sidewalk, curb and gutter, and pavement along the E Washington Avenue corridor adjacent to the project, and private lateral connections to serve the new building. City Forestry has approved the removal of a 5” diameter hackberry tree and a 7” diameter pear tree along the E Washington Avenue frontage. Both conflict with new buried utilities. The developer shall be responsible for the cost of new tress upon the completion of construction. All other trees shall be protected. This item was referred from the 10/8 BPW meeting for the purpose of further discussion regarding the proposed right turn lane, which was a condition of approval of the project from the Plan Commission.
